The Chair called the meeting to order at 4:00 p.m.

That the minutes of the meeting of the General Purposes Committee held on April 7, 2026, be adopted as circulated.

FINANCE AND CORPORATE SERVICES DIVISION

 

 

1.

Economic Development Strategy: Proposed Guiding Principles and Public Engagement Feedback

(File Ref. No. 08-4150-13-001) (REDMS No. 8355682)

 

 

In response to queries from Committee, staff noted (i) through this engagement with business owners, staff were able to raise awareness about MyPermits and some of those tools that have been newly created and are now available to businesses, (ii) staff will look into options for those that would prefer a paper copy of future surveys, and (iii) next step is a Draft Economic Development Strategy anticipated in the summer.

That the Guiding Principles, as detailed in the report titled “Economic Development Strategy: Proposed Guiding Principles and Public Engagement Feedback”, dated April 7, 2026, from the Director, Business Services, be approved.

2.

Award of Contract - Granicus AMANDA 5-Year Support and Maintenance Renewal

(File Ref. No. 03-1000-20-8551) (REDMS No. 8364842)

 

 

In response to a query from Committee, staff noted this system is responsible for all permitting, licensing, property management, bylaws and zoning within the City, and is used by many departments within the City as a reference or source of truth for that information, and it is also the foundation for what will be published on the Richmond interactive maps for special data.

That Granicus AMANDA Support and Maintenance Renewal, be awarded to Granicus for a five-year term for an estimated value of $713,467 excluding taxes, as described in the report titled “Award of Contract – Granicus AMANDA Software, Support and Maintenance Renewal”, dated March 23, 2026, from the Director, Information Technology; and

 

 

(2)

That the Chief Administrative Officer and the General Manager, Finance and Corporate Services be authorized to execute the contract and all related documentation with Granicus.

3.

Application to Amend Liquor Primary Liquor Licence # 170766 - Change of Hours of Liquor Service (Outside Service Hours) - Vino Volo - 3211 Grant McConachie Way (Post Security)

It was moved and seconded

 

 

(1)

That the application from LS Travel Retail North America Inc., doing business as, Vino Volo, seeking a permanent amendment to Liquor Primary Liquor Licence #170766, increasing their hours of liquor service from 6:00 AM to 11:00 PM, Monday to Sunday, to 24 hours service, (Outside Service Hours) be supported; and

 

 

(2)

That a letter be sent to the Liquor and Cannabis Regulation Branch, which includes the information as set out in Attachment 1 to this report, advising that Council recommends the approval of the amendment to the Liquor Primary Liquor Licence as described in Recommendation 1 of this report.

 

 

The question on the motion was not called as discussion ensued with respect to the notification process.  In response to queries from Committee, staff noted (i) subsequent to the development application fees bylaw, under section 1.81 there is still a requirement to post notifications, and (ii) a report to Committee is anticipated with respect to the current public notification methodology (e.g. post in three consecutive newspaper articles) for consideration to post via an e-notification methodology (effectively the City’s website), which would reduce the cost and increase the efficiency for the applicant.

The following referral motion was then introduced:

That staff analyze the public notification requirements for liquor license holders at YVR post security, and report back with options to streamline the administrative process.

 

 

The question on the referral motion was not called as discussion ensued with respect to the merits of the referral.

 

 

The question on the referral motion was then called and it was CARRIED, with Cllr. Wolfe opposed.

 

 

 

PLANNING AND DEVELOPMENT DIVISION

 

 

4.

Community Food Action Plan Guiding Principles

(File Ref. No. 08-4055-08) (REDMS No. 8331434)

 

 

In response to queries from Committee, staff noted (i) the Steering Committee’s first meeting was held on March 10, 2026, and (ii) Steering Committee membership: Food Link Society, Muslim Food Bank and Community Services,          Parish of St. Alban’s, The Progressive Housing Society, Refuge Church Richmond (formerly Church on Five), Richmond Food Bank Society, Richmond School District No. 38, The Sharing Farm Society, The Salvation Army and Vancouver Coastal Health.

 

 

A brief discussion ensued with respect to the multiple phases established for the development of the Community Food Action Plan, including the facilitation of a full-day community food workshop.

That the guiding principles detailed in the report titled “Community Food Action Plan Guiding Principles”, dated April 2, 2026, from the Director, Community Social Development, be approved.

5.

2021–2031 Collaborative Action Plan to Reduce and Prevent Poverty in Richmond: 2024–2025 Highlights

It was moved and seconded

 

 

That the 2021–2031 Collaborative Action Plan to Reduce and Prevent Poverty in Richmond: 2024–2025 Highlights as outlined in the report titled “2021–2031 Collaborative Action Plan to Reduce and Prevent Poverty in Richmond: 2024–2025 Highlights”, dated April 7, 2026, from the Director, Community Social Development, be posted on the City’s website and distributed to community partners, local Members of Parliament and local Members of the Legislative Assembly, and federal and provincial ministries related to poverty reduction.

 

 

The question on the motion was not called as discussion ensued with respect to some highlights of the report.

 

 

Staff noted some of the significant 2024-2025 highlights, including (i) connecting people to services through various pop-ups and launching of the community services connector program (Ironwood and Cambie Libraries), (ii) the Rec Ready Program for young adults, and (iii) a workplace readiness initiative for youth with barriers.
