Belinda Boyd, Chair of Safe Communities Richmond, joined by Jennifer Scarr, Vancouver Coastal Health, provided background information on Safe Communities Richmond. | |
|
|
With the aid of a PowerPoint presentation (copy on file, City Clerk’s Office), Ms. Boyd and Ms. Scarr advised the following: | |

Richmond has been designated as a Safe Community since 2004; |
|
|
§ |
injury is the leading cause of death for Canadian aged one to 44; |
|
|
§ |
prevention of unintentional injuries and prevention of violence, abuse and neglect are two of 21 core programs aimed at reducing injuries; and |
|
|
§ |
injury prevention requires partnerships and collaboration. |

RCMP's Monthly Report – October 2010 Activities (File Ref. No.: 09-5000-01) (REDMS No. 3061781) |
|
|
In response to queries from Committee, OIC Renny Nesset stated that (i) breathalyzers have been recalibrated to register a warn reading only if a person’s blood alcohol level reads 0.06; and (ii) running of red lights is a top priority for Richmond RCMP. |

That the RCMP’s Monthly Report – October 2010 Activities be received for information. |

Transit Police In The Community Report (File Ref. No.: 09-5375-01) (REDMS No. 3045408) |
|
|
OIC Nesset provided background information and noted that Richmond has 15% of Canada Line stations, which account for 7% of the total of Canada Line related incidents. |
|
|
Discussion ensued and Committee commented that a breakdown of the number of Canada Line related incidents would be helpful. |

|
In reply to a query from Committee, Wayne Mercer, Manager, Community Bylaws, advised that many bylaw issues are seasonal. |

That the staff report entitled “Community Bylaws – Monthly Activity Report For October 2010” from the General Manager, Law & Community Safety dated November 29, 2010 be received for information. |

|
|
Mr. Mercer provided an update on the staff referral regarding Public Health Protection Bylaw No. 6989 as it relates to noise. |

Virtual Emergency Operations Centre (EOC) Proposal (File Ref. No.: 09-5125-01) (REDMS No. 3064915) |
|
|
Deborah Procter, Manager, Emergency Programs, provided background information and highlighted the benefits of a virtual emergency operations centre. |
|
|
Ms. Procter advised that the total for value-in-kind contributions has lowered, as less staff time is required. |
|
|

That Council authorize the submission of a proposal for a Virtual Emergency Operations Centre project. |

|
|
Tim Wilkinson, Acting Fire Chief, provided background information. |
|
|
In reply to a question from Committee, advised that Richmond Fire-Rescue and BC Ambulance use different dispatch platforms, however, opportunities to improve dispatch of certain calls exist. |
|

Hamilton Fire Hall Lighting Event |
|
|
Mr. Wilkinson spoke of the Hamilton Fire Hall lighting event and highlighted that the Hamilton Community Association along with several other organizations made the event a great success. | |

Firefighters Ceremony – January 15, 2011 |
|
|
Mr. Wilkinson commented on the upcoming firefighters’ recognition ceremony and highlighted that the Honourable Steven Point, OBC, Lieutenant Governor of British Columbia, is anticipated to attend. |

Retirement Announcement – Inspector Dan McKenna |
|
|
OIC Nesset stated that Inspector Dan McKenna, after 34 years of service with the RCMP is retiring. | |

|
Mayor Brodie commented on Inspector McKenna’s service during his tenure with the Richmond RCMP, and on behalf of Council, the Mayor extended gratitude. |
|
