Eric Fiss, Public Art Planner, provided background information and introduced artist Blake Williams. |
|
|
In reply to queries from Committee, Mr. Blake advised that the proposed artwork will be showcased behind glass, and must still go through a final design process, at which time the exact wording of the proposed artwork would be finalized. |
|

That the concept proposal and installation of the Fire Hall No. 2 – Steveston Public Art Project “Roots of Our Future” by artist Blake Williams, as presented in the staff report from the Director, Arts, Culture & Heritage Services, dated September 30, 2010, be endorsed. |

Renny Nesset, OIC, Richmond RCMP, provided background information and spoke of the success of the Back to School Traffic Safety program. |
|

Canada Line Statistic Overview: September 1, 2009 – July 31, 2010 (File Ref. No.: 09-5000-01/2010-Vol 01) (REDMS No. 2974972) | |

OIC Nesset commented on the statistics provided in the staff report and noted that there is no notable concern. In reply to queries from Committee, OIC Nesset advised the following: | |

|
§ |
the viability and effectiveness of additional police presence at Richmond’s Canada Line stations is currently being studied and a report on its findings is forthcoming; |
|
|
§ |
property crime at Canada Line stations include mischief and graffiti; and |
|
|
§ |
common assaults are the lowest level of assault whereby no physical damage is inflicted on a person and it is not typically associated with gang activity. |
|
|
The Chair remarked that statistical information regarding other major transportation infrastructure in the lower mainland would be helpful in determining how well Richmond’s Canada Line stations compare. |
|

In reply queries from Committee, OIC Nesset advised that (i) the marine patrol was funded through seasonal funding; and (ii) the RCMP partnered with the Department of Fisheries and Oceans to enforce fishing licence violations. |

RCMP Three Year Resourcing Plan – 2011 – 2013 (File Ref. No.: 09-5000-01/2010-Vol 01) (REDMS No. 2934903) | |

In replies to queries from Committee, OIC Nesset provided the following information: | |
|
|
§ |
the RCMP office located at YVR remains in operation but may possibly be relocated due to the airport’s expansion needs; |
|
|
§ |
four regular members and two municipal employees will be requested through the 2011 budget process; |
|
|
§ |
currently, RCMP members take on a lot of their own clerical work as there is a shortage of support staff at the detachment; and |
|
|
§ |
if the two additional municipal support staff are granted as part of the 2011 budget process, it would allow more RCMP members to be on the road. |

Wayne Mercer, Manager, Community Bylaws, provided background information and noted that the proposed bylaw amendments address ambiguities in the wording of the licensing requirements and transfer the hearing of disputes from the Provincial Court system to the City’s more convenient and cost effective dispute adjudication system. | |
|
|
In reply to a query from Committee, Mr. Mercer advised that Richmond’s animal control contract with the Richmond Animal Protection Society expires January 2011, and as such a Request for Proposal was issued in September 2010. | |
|

Phyllis Carlyle, General Manager, Law & Community Safety, advised that Fire Chief McGowan will be away for a couple of months and is anticipated to return in January 2011. | |

RCMP Contract Negotiations |
|
|
Ms. Carlyle provided background information and stated that the UBCM passed a resolution recommending that the political members of the negotiating committee lobby the federal government for a different funding formula for RCMP police services. | |
|
|
(c) |
Restorative Justice Program |
|
|
OIC Nesset advised that a report on the Restorative Justice program is forthcoming. |
