The Vice-Chair called the meeting to order at 4:00 p.m.

That the minutes of the meeting of the Community Safety Committee held on Tuesday, May 12, 2009, be adopted as circulated.

Ken Shymanski, President and CEO of E-Comm, to provide updated information on the activities and services provided by E-Comm.

 

 

With the aid of a PowerPoint presentation (copy on file, City Clerk’s Office), Ken Shymanski, President and CEO of E-Comm, provided the following information regarding activities and services provided by E-Comm:

 

 

§         

June 8th marked E-Comm’s tenth anniversary;

 

 

§         

Richmond’s 9-1-1 call volume and service levels have increased with 95% of calls being answered within five seconds; and

 

 

§         

in November 2008, Richmond Fire-Rescue implemented a new computer aided dispatch system (Intergraph) and a new Fire Hall alerting system (Locution).

 

 

Mr. Shymanski  reviewed the 9-1-1 call flow change request protocol and advised that motor vehicle incident calls automatically get dispatched to BC Ambulance Service and that these calls cannot simultaneously be routed to Richmond Fire-Rescue.

 

 

In reply to queries from Committee, Mr. Shymanski advised that (i) between 2005 and 2006, the level of service increased as the Province of British Columbia mandated that all police networks be on one common information system; and (ii) E-Comm’s estimated increase in staffing hours for 2010 is anticipated on higher call volumes.

4.

RCMP’s Monthly Activity Report for May 2009

(File Ref. No.:  09-5350-00/Vol 01) (REDMS No. 2623605)

 

 

Renny Nesset, OIC, Richmond RCMP, provided background information and noted that there were no concerns related to the spikes shown in the statistics. 

 

 

Discussion ensued and concerns were raised regarding speeding violations on Steveston Highway.  In reply to queries from Committee regarding shoplifting, OIC Nesset advised that an analysis on shoplifting could be done as the RCMP has the appropriate data.

 

 

OIC Nesset also spoke of the Youth Academy program’s success and the Bait Locker Program.

That the RCMP report from the Officer in Charge, entitled ‘RCMP’s Monthly Activity Report for May 2009’ be received for information.

5.

Safety & Security for the Canada Line

(File Ref. No.:  09-5350-00/Vol 01) (REDMS No. 2637682)

 

 

In reply to queries from Committee, OIC Nesset advised that (i) the Transit Polices’ primary concern is the train itself and the passengers it carries; (ii) the Transit Police will have an office at the Bridgeport station and will be fully engaged in policing around the Canada Line; (iii) Crime Prevention Through Environmental Design (CPTED) is a key element in reducing crime around stations; and (iv) the Richmond RCMP’s Station Targeted Area Response (STAR) Team will be composed of three constables, led by one senior constable.

 

 

Discussion ensued regarding station turn styles, and Victor Wei, Director, Transportation, advised that Richmond’s Canada Line stations are proposed to be on a smartcard system with electronic lock gates.  Mr. Wei noted that this system would not be implemented until after the Canada Line is scheduled to open.

6.

Automatic External Defibrillators in Public Places

(File Ref. No.:  09-5140-01/2009-Vol 01) (REDMS No. 2566684)

 

 

Kim Howell, Deputy Chief – Administration, provided background information.

 

 

Discussion ensued and in reply to queries from Committee, David McBride, Manager, Aquatic and Arena Services, provided the following information:

 

 

§         

core staff throughout the facilities proposed to be equipped with an Automatic External Defibrillator (AED) could opt to receive AED training;

 

 

§         

the proposed 27 AED units will be publicly accessible at the City’s major Recreation and Cultural Services facilities, Libraries, Gateway Theatre, City Hall, City Hall West, and the City Operations Yard; and

 

 

§         

the AEDs will be secured in alarmed cabinets much like those that accommodate fire extinguishers.

 

 

It was moved and seconded

 

 

(1)

That the City implement a Public Access Automatic External Defibrillator (AED) program at major City public buildings;

 

 

(2)

That Richmond Fire-Rescue send letters to privately-owned publicly used facilities encouraging the implementation of an Automatic External Defibrillator (AED) program; and

 

 

(3)

That $130,000 for the Automatic External Defibrillator (AED) program be included in the 2008 surplus appropriation.

FIRE Chief Briefing

(Oral Report) 

 

 

Item for discussion:

 

 

New Rescue Pumper Apparatus Arrival

 

 

John McGowan, Chief, Richmond Fire-Rescue, advised that the new rescue pumper apparatus will replace one that has been in service since 1995.  He noted that the new apparatus has taken nearly eighteen months to build and that it is one of the best pieces of equipment available to Fire-Rescue.  Chief McGowan also invited Council visit the new apparatus once it has arrived.
