Call to Order:

The Chair called the meeting to order at 4:03 p.m.

 

    Discussion ensued about a tentative meeting on June 1st, 2004 and members present advised that they would be available to attend that meeting.

 

 

 

MINUTES

 

 

1.

It was moved and seconded

 

 

That the minutes of the meeting of the Community Safety Committee held on Tuesday, April 14th, 2004, be adopted as circulated.

2.

POLICE BRIEFING

 

 

Ms. Maria Salzl, RCMP officer, spoke briefly about Police Week and the variety of activities that would occur during that week.  She advised Committee about the 2nd Jimmy Ng Memorial Hockey Tournament to be held in July, as well as the Townhall meeting scheduled to be held in September.

 

 

Inspector Tony Mahon spoke about high profile crimes which occurred recently in the City and what police were doing to lower the occurrence of these activities.  Chair requested that Inspector Mahon look at a study commissioned by the Federal Government as described in a news item in the Richmond Review dated May 8-9th, 2004 (a copy of this news item is attached as Schedule 1 and forms a part of these minutes).

 

 

Officer in Charge, Superintendent Ward Clapham briefly discussed computer crimes and noted that the RCMP was taking a proactive role in anticipating and preventing some of these crimes.

 

 

2.

NEW PROVINCIAL GOVERNMENT SAFETY STANDARDS ACT AND REGULATIONS IMPACT OF CHANGES TO RICHMOND

(Report:  April 29/2004, File No.:  01-0035-01) (REDMS No. 1237664, 1119064)  (Referred from the April 19th, 2004 General Purposes Committee meeting.)

 

 

Designated Speaker:  Gavin Woo

 

 

In response to queries from the Committee, Gavin Woo, Code Engineer, advised that staff would continue to perform safety inspections and will closely monitor the new Safety Standards Act and Regulations.  If there were problems, these would be reported back to the Provincial Governments regulatory body so that they could be addressed.

 

 

It was moved and seconded

That the attached report, on the impact to the City of the new provincial government Safety Standards Act and Safety Authority Act and their associated regulations, be received for information.

 

 

(2)

That staff continue to address unresolved matters and issues as outlined in the report (dated April 29th, 2004, from the Code Engineer)

 

 

(3)

That a copy of the report (dated April 29th, 2004, from the Code Engineer) be forwarded to the Ministry of Community, Aboriginal & Women's Services for information.

3.

MANAGERS REPORT

 

 

 

Senior Director of Community Safety/Fire Chief, Mr. Jim Hancock, spoke to the following matters:

 

 

Virtual Safety Village he advised that the partnership agreement was ready to be signed but its funding may be in jeopardy.

 

 

 

Captain McGrath had retired but would be invited back to be recognized at a future Committee meeting.

 

 

 

That as of April 30th, the City was no longer responsible for outside fire rescue services at the Vancouver Airport.  He thanked staff for a well managed and seamless handover.  He stated that the City would continue to provide services to the airport for a fee which is still being negotiated.  Chair requested that Mr. Hancock update Committee in six months, on the number and types of calls received from the airport.

 

 

 

He briefly spoke about the downsizing of staff since the handover to the Airport.  He was pleased to note that there was no loss of jobs, and thanked Committee for their support during this time.  Chair advised she had received several thank yous from fire department staff for the personalized thank you letters received from Mayor Brodie.

 

 

 

Mr. Hancock then introduced Deputy Chief Ron Beaman to Committee.  Deputy Chief Geoff Lake briefly updated Committee about the smooth transition to Ecomm dispatch.  He advised that reports on this matter and on RMS would be brought to Committee at a later date.

 

    Ms. Shawn Issel, Manager, Policy Development briefly updated Committee on the Substance Abuse Task Force and what was being done about substance abuse in the City.
