That the revised Community Safety Buildings Master Plan Schedule be approved, (as outlined in the report dated August 12, 2002 from the Fire Chief).

REQUEST FOR SUPPORT FOR CANADA TO RATIFY THE KYOTO PROTOCOL

STAFF RECOMMENDATION

 

 

That:

 

 

(1)

(as per the report dated August 9, 2002 from the Assistant Manager, Environmental Programs) Canadas ratification of the Kyoto Protocol, be endorsed; and,

 

 

(2)

a letter be written to the federal Member of Parliaments; federal Ministry of Environment, provincial Ministers of Water, Land and Air Protection, Sustainable Resource Management and Energy and Mines; federal and provincial opposition leaders; and the Federation of Canadian Municipalities (FCM) to communicate this resolution as requested by the FCM.

SERVICE LEVEL REVIEW FIRE RESCUE

STAFF RECOMMENDATION

 

 

That:

 

 

(1)

Fire Rescue Service Levels, as presented in Attachment 1, Existing Programs, be approved as the basis for the preparation of the Fire-Rescue 2003 Annual Budget;

 

 

(2)

the 2003 Fire Rescue Budget submission, include an Additional Level Request for the delivery of a comprehensive, school-based, public education program, as set out in Attachment 1, New Programs; and

 

 

(3)

the 2003 Fire Rescue Budget submission, include an Additional Level Request for the delivery of a confined space rescue program, as set out in Attachment 1, New Programs.

SERVICE LEVEL REVIEW - EMERGENCY SERVICES PROGRAM

STAFF RECOMMENDATION

 

 

That:

 

 

(1)

Emergency Services Administration service levels (as presented in Attachment 2, Existing Programs, of the report dated August 13, 2002 from the Manager, Emergency & Environmental Programs) be approved as the basis for the preparation of the Emergency Services Program 2003 Annual Budget;

 

 

(2)

the 2003 Emergency Services Program budget submission include an Additional Level Request for the Emergency Social Services program, as set out in Attachment 2, New Programs; and

 

 

(3)

letters be sent to the Minister of Public Safety and the Solicitor General and the Office of the Premier urging the provincial government to restore the Provincial Emergency Programs funding for Emergency Management Training and the Personal Disaster Assistance program.

That:

 

 

(1)

Environmental Programs services levels (as presented in Attachment 1, Existing Programs, of the report dated August 14, 2002 from the Manager, Emergency & Environmental Programs) be approved as the basis for the preparation of the Environmental Programs 2003 Annual Budget; and

 

 

(2)

the fee for disposal of yard waste items at the Recycling Depot be increased from $12 per cubic yard to $15 per cubic yard effective January 1, 2003.
