The Chair called the meeting to order at 4:00 p.m.

That the minutes of the meeting of the Public Works and Transportation Committee held on January 25, 2023, be adopted as circulated.

PLANNING AND DEVELOPMENT DIVISION

 

1.

TRAFFIC AND PARKING MANAGEMENT PLANS - CONSTRUCTION PARKING REVIEW

(File Ref. No. 02-0775-50-7237) (REDMS No. 7099264)

 

 

In response to queries from Committee, staff advised that (i) through a traffic management plan, all staging and loading for construction is done on site,
(ii) permits are required for any activities on the street, (iii) financial impacts in relation to option 4 are borne by the contractor, (iv) exemptions are in place for smaller projects outside of the City Centre, however are still subject to City bylaws, (v) any damage to property during construction is the responsibility of the contractor and enforced through current bylaws in place, (vi) stop work orders can be issued for non-compliant projects, (vii) staff have taken action to address resident concerns related to construction activity along Spires Road, (viii) traffic management plans are reviewed by the
Transportation Department, and (ix) other municipalities have permanent residential permit parking and staff are exploring options for Richmond.

That Option 4 as described in the staff report titled “Traffic and Parking Management Plans – Construction Parking Review”, dated January 24, 2023, from the Director, Transportation be approved.

 

 

The question on the motion was not called as discussion took place on the impact of adopting a city-wide policy, as noted in option 4,, and options for the pilot project such as Spires Road.

 

 

The question on the motion was then called and it was CARRIED with Cllr. Loo opposed.

 

 

ENGINEERING AND PUBLIC WORKS DIVISION

 

2.

2023 LIQUID WASTE MANAGEMENT PLAN BIENNIAL REPORT

(File Ref. No. 10-6060-03-01) (REDMS No. 7113213)

 

 

In reply to queries from Committee, staff noted that there is no system in place currently for testing for rodenticide, however it can be explored and storm water intake through the pump station is used for irrigation and agricultural purposes.

The City's 2023 Liquid Waste Management Plan Biennial Report as presented in Attachment 1, dated January 25, 2023, from the Director, Engineering, be submitted to Metro Vancouver.

UBCM COMMUNITY EMERGENCY PREPAREDNESS FUND: 2022/23 DISASTER RISK REDUCTION – CLIMATE ADAPTATION GRANT APPLICATION

It was moved and seconded

 

 

(1)

That the application to the Community Emergency Preparedness Fund, Disaster Risk Reduction – Climate Adaptation funding stream as outlined in the staff report titled “UBCM Community Emergency Preparedness Fund: 2022/23 Disaster Risk Reduction – Climate Adaptation Grant Application” dated January 24, 2023 from the Director, Engineering be endorsed;

 

 

(2)

That should the grant application be successful, the Chief Administrative Officer and the General Manager, Engineering and Public Works, be authorized on behalf of the City to negotiate and execute funding agreements with UBCM for the above mentioned projects; and

 

 

(3)

That should the grant application be successful, capital projects of $150,000 for Seepage Assessment and Management Strategy, $150,000 for Flood Protection Monitoring Stations, and $2,000,000 for No. 3 Road Canal Improvements be approved with funding from external grant, as outlined in the staff report titled “UBCM Community Emergency Preparedness Fund: 2022/23 Disaster Risk Reduction – Climate Adaptation Grant Application” dated January 24, 2023 from the Director, Engineering, and that the Consolidated 5-Year Financial Plan (2023-2027) be amended accordingly.

CAMBIE ROAD AND NO. 5 ROAD

In response to queries from Committee, staff noted that upgrades to the intersection at Cambie Road and No. 5 Road were approved in 2020 and the project is currently in its design phase and a staff memorandum will be provided with additional information. 

 

3B.

MULIT-PURPOSE PATHWAY ON STEVESTON HIGHWAY

In reply to a query from Committee, staff advised that a report on the matter is forthcoming.

 

3C.

RICE MILL ROAD

(File Ref. No.)

 

 

In reply to a query from Committee, staff advised that the Province has not indicated any plans to construct a Rice Mill Road and Steveston Highway connection, and the City owns No. 6 Road North to South.

 

4.

MANAGER’S REPORT

 

 

(i)

Outreach Events

 

 

Staff highlighted that the Textile Repair Fair took place and was a great success and a second event will take place in March, and at the Children’s Arts festival community members were taught to make handbags from t-shirts.  

 

 

(ii)

Burnaby Organics Facility

 

 

Staff advised that (i) the City of Burnaby Council has approved the construction of a city owned green waste facility, (ii) the City of Richmond was not consulted, and (iii) the facility will process 250,000 tonnes of organic material.

 

 

(iii)

Scotch Broom

 

 

In reply to a query from Committee with regard to removal of blackberry bushes along a multi-use pathway staff advised that the Parks Department will be able to answer this query.

 

 

(iv)

Debris along River Road Ditches

 

 

In reply to queries from Committee, staff advised that (i) a clean up along the stretch of River Road between No. 6 Road and No. 7 Road has been done recently, (ii) discussions with Recycle BC and GFL have been had to ensure truck loads are properly secured, and (iii) the road will be closely monitored to address the issue.
