PLANNING AND DEVELOPMENT DEPARTMENT

 

 

1.

RICHMOND COMMUNITY CYCLING COMMITTEE – PROPOSED 2011 INITIATIVES

Victor Wei, Director, Transportation, provided background information and thanked the members of the Richmond Community Cycling Committee for all their contributions.

 

 

Larry Pamer, Chair of the Richmond Community Cycling Committee (RCCC), spoke of a study conducted by the University of Oregon regarding vehicle trips in the United States.  He noted that the study found that approximately 50% of all trips done by motor vehicle, could be done by cycling in 20 minutes of less, and that approximately 25% of all trips done by motor vehicle, could be done by foot in 20 minutes or less.

 

 

In reply to queries and comments of Committee, Mr. Pamer stated that the RCCC hopes to establish neighbourhood bike routes to connect key destinations such as grocery stores, community centres and schools.  Also, he commented on the aversion to change and believed that this could be overcome by educating the public.

(1)

That the proposed 2011 initiatives of the Richmond Community Cycling Committee regarding cycling-related engineering and education activities, as described in the staff report dated February 16, 2011 from the Director, Transportation, be endorsed;

 

 

(2)

That staff consider the elements of the Richmond Community Cycling Committee’s vision for cycling as described in Attachment 1 of the report in developing the Mobility and Access chapter of the Official Community Plan (2041) Update; and

 

 

(3)

That a copy of the report from the Director, Transportation entitled “Richmond Community Cycling Committee - Proposed 2011 Initiatives” be provided to the Council School Board Liaison Committee for information.

2.

RESIDENTIAL WATER METER PROGRAM UPDATE

Lloyd Bie, Manager, Engineering Planning, distributed a graph that illustrated Richmond’s total water consumption (Schedule 1).

 

 

It was moved and seconded

 

 

That the development of an enhanced leak detection program be endorsed as a measure for furthering water conservation.

3.

DEADLINE EXTENSION FOR RECREATIONAL INFRASTRUCTURE CANADA (RINC) GRANT FUNDED PROJECT #8128

Alen Postolka, Energy Manager, provided background information.

 

 

It was moved and seconded

 

 

That the request to Western Economic Diversification Canada to extend the deadline to October 31, 2011 for the Energy Management Retrofit Project (Project #8128) under the Recreational Infrastructure Canada (RInC) Grant Program be supported.

4.

MANAGER’S REPORT

 

 

(i)

Methane Issues

 

 

Robert Gonzalez, General Manager, Engineering and Public Works, commented on a memorandum related to a methane concern.  He noted that the concern had been addressed and methane levels would continue to be monitored. 

 

 

(ii)

Annual Capital Projects Open House

 

 

John Irving, Director, Engineering, noted that the Engineering and Public Works’ Annual Capital Projects Open House is tentatively scheduled for April 19, 2011 from 3 p.m. to 7 p.m.
