EMERGENCY MANAGEMENT BC 2010 FLOOD PROTECTION GRANT PROGRAM

That the following projects listed in priority order be endorsed for submission to the Emergency Management BC 2010 Flood Protection Grant Program.

2.

SALINITY INTRUSION IN THE FRASER RIVER
(File Ref. No.:  10-6060-00) (REDMS No. 2925709)

 

 

In reply to a query from Committee, Lloyd Bie, Manager, Engineering Planning, advised that this problem is unique to Richmond in that the tides in Richmond change significantly on a daily basis.

 

 

Discussion ensued and Committee remarked that the Province should be advised of this issue in an effort to gain funds to further study this matter.

That the staff report dated July 5, 2010, from the Director, Engineering, entitled “Salinity Intrusion in the Fraser River” be received for information; and

 

 

(2)

That the staff report dated July 5, 2010, from the Director, Engineering, entitled “Salinity Intrusion in the Fraser River” be forwarded to Richmond MLAs and the Minister of Agriculture to advise them of this issue and of the need for funding for further study.

3.

METRO VANCOUVER GILBERT TRUNK SEWER

That Richmond support the inclusion of the Gilbert Trunk Sewer replacement project in the Metro Vancouver 10 year capital maintenance program.

4.

LIQUID WASTE MANAGEMENT PLAN 2002-2010

(File Ref. No.:  10-6060-01) (REDMS No. 2927570)

 

 

In response to queries from Committee, Mr. Bie provided the following information:

 

 

§         

there are no incentives to member municipalities for initiatives like Richmond’s Grease Awareness Program;

 

 

§         

member municipalities report every two years to Metro Vancouver their progress on the Liquid Waste Management Plan (LWMP); and

 

 

§         

the Grease Awareness Program has helped educate many restaurant owners in Richmond how to correctly dispose of grease;  however, there are concerns surrounding homeowners improperly disposing of grease.

 

 

Discussion ensued and the Chair remarked that staff discuss with Metro Vancouver personnel the notion of incentives to member municipalities for preventative initiatives such as Richmond’s Grease Awareness Program.  Also, the Chair questioned whether grease mitigation efforts could be integrated in Richmond’s waste campaign.

That the results of the Liquid Waste Management Plan 2002-2010 be forwarded to Metro Vancouver.

PLANNING & DEVELOPMENT DEPARTMENT

 

 

5.

PROPOSED ROAD IMPROVEMENT PROJECTS AS PART OF ASIA-PACIFIC GATEWAY CORRIDOR INITIATIVE – WIDENING OF WESTMINSTER HIGHWAY, NELSON ROAD AND NO. 6 ROAD

(File Ref. No.:  10-6360-01) (REDMS No. 2920716)

 

 

In reply to query from Committee, Victor Wei, Director, Transportation, advised that funding commitments from the various external agencies for the proposed project are nearly all completed.

 

 

It was moved and seconded

 

 

(1)

That the proposed roadway improvements, which have been selected by Transport Canada for preliminary approval for cost-sharing under the Government of Canada’s Asia-Pacific Gateway Corridor Initiative, be endorsed:

 

 

 

(a)

Westminster Highway Widening (Nelson Road to McMillan Way);

 

 

 

(b)

Nelson Road Widening (Westminster Highway to Blundell Road); and

 

 

 

(c)

No. 6 Road Widening (Wireless Way to Highway 91).

 

 

(2)

That the Chief Administrative Officer and the General Manager, Planning and Development, be authorized to execute any agreements necessary to receive cost-share funding under the Government of Canada’s Asia-Pacific Gateway Corridor Initiative for the above three roadway improvement projects.

6.

MANAGER’S REPORT

 

 

(1)

Expression of Interest for District Energy Utility at River Green

 

 

John Irving, Director, Engineering, advised that the City has issued an Expression of Interest (EOI) for designing, building, financing, and operating a District Energy Utility at River Green.  Mr. Irving noted that staff will report back with the outcome of the EOI in Fall 2010.

Steveston Harbour Authority

 

 

The Chair referenced a letter dated July 13, 2010 from the Steveston Harbour Authority (copy on file, City Clerk’s Office) requesting that a four-way stop be installed at Trites Road and Westwater Drive.

 

 

Mr. Wei advised that staff are in the process of responding to the Authority’s request.  He noted that staff will examine the latest traffic volumes for that intersection, and based on those findings and other industry standards, staff will determine the best solution for the intersection.  In reply to a comment by the Chair, Mr. Wei noted that staff would look at the general road usage, which includes pedestrian and cyclist usage.

 

 

(3)

Moffatt Road Traffic

 

 

The Chair referred to a discussion at the Monday, July 19, 2010 Public Hearing regarding traffic concerns on Moffatt Road.

 

 

Mr. Wei remarked that the Transportation Division is aware of the concerns raised and are preparing a memorandum to Council.
