It was moved and seconded

 

 

That the minutes of the meeting of the Public Works & Transportation Committee held on Wednesday, July 23rd, 2008, be adopted as circulated.

ENGINEERING & PUBLIC WORKS DEPARTMENT

 

 

3.

ENERGY MANAGEMENT PROGRAM UPDATE

(Report:  September 8, 2008, File No.:  10-6125-05-01/2008-Vol 01) (REDMS No. 2452978)

 

 

At the request of Councillor Barnes, Energy Manager Mark Roozbahani provided a brief synopsis of the City’s Energy Management Program.

 

 

A brief discussion ensued on the collection of the carbon tax by the Provincial Government and whether the City was receiving a grant to offset the cost of this revenue-neutral tax.  As a result of the discussion, staff were requested to pursue the issue of why the City was not receiving any grants to offset the Provincial carbon tax.

 

 

It was moved and seconded

 

 

Thatthe “Energy Management Program Update” report (dated September 8, 2008, from the General Manager, Engineering and Public Works) be received for information.

4.

MANAGER’S REPORT

 

 

 

(1)

The Director, Parks & Public Works Operations, Dave Semple spoke about the recent motor vehicle accident which had occurred at the south end of No. 3 Road and the issues relating to the installation of speed bumps on No. 3 Road south of Steveston Highway.  Advice was given that the installation of the speed bumps in this area was approximately 70% complete and that the project would be finished by next week.

 

 

 

A brief discussion took place, during which the Director of Transportation, Victor Wei, advised in response to questions, that the accident had occurred following the removal of the temporary speed bumps in anticipation of the installation of the permanent humps.

 

 

(2)

Mr. Wei also advised that:

 

 

 

(a)

the installation of the bus lanes on Russ Baker Way was almost complete and that one of the final components to be dealt with would be the installation of the appropriate signage;

 

 

 

(b)

the Federal Government had announced that the City had been awarded a grant, as part of the Gateway initiative, in the amount of $750,000 to help widen No. 6 Road north of Highway 91.  He noted that the work had to be completed by March of 2014.

 

 

(3)

The General Manager, Engineering & Public Works, Robert Gonzalez reported on:

 

 

 

(a)

LaFarge Concrete Ltd. and the amount of mercury found to be in their discharge water.  He stated that staff were receiving information relating to the City’s largest polluters and were well aware of the current situation.

 

 

 

(b)

the timing of the completion by Metro Vancouver of the sewer cleaning on Gilbert Road.  Mr. Gonzalez stated that this project should be completed within the next two weeks.

 

 

 

(c)

the appointment of the new Director of Engineering, and introduced Mr. John Irving.  Advice was given that the Acting Director of Building Approvals would be Gavin Woo.
