2.

LANE STANDARDS PROGRESS REPORT

(Report:  June 1/05, File No.:  10-6360-07-01/2005 – Vol 01) (REDMS No. 1587059, 1216490, 1099781)

 

 

It was moved and seconded

 

 

(1)

That staff continue with the present lane standard as well as offer the Grass Swale Lane Option as an option; and

 

 

(2)

That staff report to Council with an assessment of any Grass Swale Lanes that may be constructed.

 

 

Prior to the question on the motion being called, the Manager, Engineering Design & Construction, Jim Young, confirmed that the compacted structural soil grass area would allow larger vehicles to drive on the swale without difficulty.

3.

CITY CENTRE SANITARY SEWER INFRASTRUCTURE

(Report:  June 1/05, File No.:  10-6400-01) (REDMS No. 1589015)

 

 

It was moved and seconded

 

 

(1)

That $930,000 be allocated for new sanitary sewer infrastructure in the Cook Road and Buswell Street area from project 40611 – Sanitary Pump Stations for New Development; project 40622 – Sanitary Sewer Pump Stations (2003) and project 40624 – City Centre / Fraser Study Area Sanitary Sewers (2004).

 

 

(2)

That capital costs for the new sanitary sewer infrastructure be recovered from development through a Latecomer agreement.

 

 

Prior to the question on the motion being called, the Director, Engineering, Robert Gonzalez confirmed in response to questions, that a report would be submitted to the Committee in 2006 regarding the replacement of the City Centre water infrastructure.  He further advised that as the projects were ‘flagged’, Committee members would be advised accordingly.

 

 

In answer to further questions regarding the timing of cost recovery through the implementation of Latecomer Agreements of the capital cost of the project, the General Manager, Urban Development, Joe Erceg, advised that there were 25 to 30 projects being considered for the City Centre, and as a result, cost recovery should be reasonably quick.

4.

LOCAL AREA SERVICES PROGRAM CONSTRUCTION – EAST SIDE OF SEACOTE ROAD, FROM WILLIAMS ROAD TO 10140 SEACOTE ROAD - BYLAW NO. 7949

(Report:  Apr. 8/05, File No.:  12-8060-20-7949) (REDMS No. 1471345, 1471101)

 

 

It was moved and seconded

 

 

(1)

That the Local Area Services Program for Basic Ditch Elimination on East Side of Seacote, from Williams Road 10140 Seacote Road, be adopted in accordance with Section 211 and 212 of the Community Charter; and

 

 

(2)

That Bylaw No. 7949 which authorizes local area services construction at Seacote Road from Williams to 10140 Seacote Road be introduced and given first, second and third readings.

 

 

Prior to the question on the motion being called, information was provided in response to questions, that the Riparian Areas Regulations would not have an impact on the subject area as there were no waterways which had been designated as being ‘fish sensitive’.  Further information was provided that the proposed ditch construction should help to alleviate the current flooding problem for low-lying properties in the area.

 

 

The question on the motion was then called, and it was CARRIED.

 

 

5.

MULTI FAMILY WATER METERING

(Report:  Apr. 6/05, File No.:  10-6650-02/2005 – Vol 01) (REDMS No. 1471923, 1377963, 1473734)

 

 

It was moved and seconded

 

 

That all new multi family residential properties be required to install water meters and be charged the metered rate for water and sanitary sewer.

 

 

Prior to the question on the motion being called, information was provided in response to questions, that a fee, similar to the $10 quarterly fee charged to metered single family properties, would be applied to multiple-family properties.  A brief discussion also ensued on the use of remote readers to determine the amount of water which had been used by the residents of metered single-family dwellings.

6.

WATER METERING: SINGLE FAMILY DWELLINGS OCCUPIED AS A DUPLEX

(Report:  Apr. 6/05, File No.:  10-6650-02/2005-Vol 01) (REDMS No. 1469328)

 

 

It was moved and seconded

 

 

That single family dwellings found to be occupied as a duplex and used for rental purposes have a water meter installed and pay for water and sanitary sewer based on the metered rate.

7.

CONTRACT T.1565 WORKS YARD STORES RENOVATIONS

(Report:  June 15/05, File No.:  03-1000-20-T.1565) (REDMS No. 1595990)

 

 

It was moved and seconded

 

 

That the City enter into a contract with Parkwood Construction Ltd., in accordance with Contract T.1565 – Works Yard Stores Renovation, for the total amount of $657,103.00.

8.

TRAFFIC SAFETY CONCERNS - 22000 BLOCK RIVER ROAD

(Report:  May 27/05, File No.:  10-6450-09-01/2005 – Vol 01) (REDMS No. 1583450)

 

 

It was moved and seconded

 

 

(1)

That the existing traffic control and speed enforcement in the 22,000 block of River Road be maintained at this time.

 

 

(2)

That staff continue to monitor this section of River Road to determine if further traffic safety enhancements are warranted.

 

 

Prior to the question on the motion being called, Councillor McNulty advised that Mrs. Oswald had been unable to attend today’s meeting.  On her behalf, he indicated that area residents were concerned about (i) the number of trucks which travel on River Road, and (ii) the safety of pedestrians walking along this portion of road.  Cllr. McNulty questioned whether traffic calming devices could be installed to reduce the speed of vehicles along River Road.  He also suggested that the residents be advised that staff would continue to monitor the situation.

EXISTING TRAFFIC CONDITIONS ON KIMBERLEY DRIVE AND BAMBERTON DRIVE

That the report (dated May 30th, 2005, from the Acting Director, Transportation), regarding existing traffic conditions on Kimberley Drive and Bamberton Drive, be received for information.

10.

MANAGER’S REPORT

 

 

 

(1)

The Acting Director, Transportation, Victor Wei, indicated that the monthly update for the month of June on the RAV project was to be incorporated into the report being prepared by the Chief Administrative Officer on staff impacts on major projects.

 

 

 

Mr. Wei then reported that a series of open houses would be held in Richmond over the next two weeks, with the first “by invitation only” session taking place at 6:30 p.m. on Thursday, June 23rd, 2005, at the Richmond Inn.

 

 

 

Mr. Wei then reported briefly on the stakeholder’s meeting which had been held on June 20th, 2005, and discussion ensued among Committee members and staff on:

 

 

 

(a)

the consultation process and how complete this process might be (staff were requested to advise Council if consultation was not exhaustive);

 

 

 

(b)

whether the stakeholder’s review of the design and integration of the stations was only conceptual in nature;

 

 

 

(Councillor Barnes left the meeting at this point in the discussion – 4:20 p.m.)

 

 

 

(c)

the geotechnical testing being conducted along the northbound east side of No. 3 Road and whether any complaints had been received;

 

 

 

(d)

whether the land acquisition process had been completed;

 

 

 

(e)

the proposed location of the station to the Airport, and on Bridgeport Road;

 

 

 

(f)

whether a dual track could be constructed between the Cambie and Bridgeport Road stations; and

 

 

 

(g)

the letter written to RAVCO which provided a list of 30 items which had been addressed by Council in a workshop, and whether some of the statements made with respect to certain issues reflected the views of Council.

 

 

(2)

Mr. Young reported that the relocation of the sanitary sewer line behind 6280 No. 3 Road had been completed and was now in operation, and that the sink hole had been repaired.

 

 

(3)

Mr. Young advised that on July 4th, 2005, new procedures would be implemented as part of the City’s “Best Practices Program”, and he displayed to the Committee, copies of the new MMCD manuals.

 

 

(4)

The General Manager, Engineering & Public Works, Jeff Day, advised that because of the number of employees retiring from service at the Works Yard, staff were taking this opportunity to review how services were being delivered, with a view to delivering capital work more efficiently, and providing a higher level of service not only to staff, but to developers.
