2.

NATIONAL GUIDE TO SUSTAINABLE MUNICIPAL INFRASTRUCTURE
(Report:  Mar. 1/05, File No.:  10-6000-01/2005-Vol 01) (REDMS No. 1436878)

 

 

Director of Operations, Greg Scott circulated a memorandum explaining the purpose and best practices of the National Guide to Sustainable Municipal Infrastructure (Infraguide)  In response to queries from the Committee, he advised that:

·                     Municipalities across the country had opted to support this Guide;

·                     while the implementation of the best practices guidelines may result in short-term increased costs to the City, it is expected that in the long term, costs would be reduced and the overall life expectancy of the City’s infrastructure will increase;

·                     staff would like the best practices adopted as guidelines, this would enable them to share information with other municipalities;

·                     any changes resulting from the implementation of these guidelines which have more than a minimal cost impact to the City, would be brought to Council for approval; and

·                     staff will continue to follow current purchasing policy and practices.

 

 

In response to a query from the Committee, Jeff Day, General Manager, Public Works & Transportation advised that best practices was not a policy, just a guide which would give staff leadership and direction and ensure that best practices were continually implemented by the City.

 

 

A request was then made that the memorandum Outline of the National Guide to Sustainable Municipal Infrastructure (Infraguide) (from Greg Scott, Director of Operations, dated March 23rd, 2005) be forwarded to Council for information.

That the National Guide to Sustainable Municipal Infrastructure be supported, and that staff review, and where practical, implement the best practices contained in the Guide.

3.

ROADWAY RESTORATION REGULATION BYLAW
(Report:  Mar. 23/05, File No.:  12-8060-20-7869) (REDMS No. 1339203, 1365878)

 

 


Jim Young, Manager, Engineering Design and Construction, briefly reviewed the report dated March 23rd, 2005.  He advised that this bylaw would primarily affect bus routes, collector and arterial roads.  He noted that it would not result in increased costs to developers, nor would it increase  workload for staff.

That Roadway Restoration Regulation Bylaw No. 7869 be introduced and given first, second and third readings.

4.

DEFERRAL OF WESTMINSTER HIGHWAY WATERMAIN REPLACEMENT
(Report:  Mar. 4/05, File No.:  10-6340-01/2005/Vol 01) (REDMS No. 1446470)

That the approved 2005 water projects on Westminster Highway, between No. 3 Road and Shell Road, be deferred to 2006.

5.

BRITISH COLUMBIA COMMUNITY WATER IMPROVEMENT PROGRAM GRANT APPLICATIONS

It was moved and seconded

 

 

(1)

That the projects (identified in the report dated March 23rd, 2005, from the Director of Engineering), be submitted for the British Columbia Community Water Improvement Grant Program; and

 

 

(2)

That the City’s portion of the project cost and Water Utility Reserve and Sanitary Sewer DCC Reserve funding sources for the projects be conditionally approved, pending the award of that project grant.

CONTRACT T.1575 – UNDERGROUNDING CONSTRUCTION FOR BC HYDRO, TELUS AND SHAW WESTMINSTER HWY FROM NO. 3 RD TO GARDEN CITY RD.(

It was moved and seconded

 

 

That the City of Richmond enter into a contract with Fred Thompson Contractors (1991) Ltd., in accordance with Contract T.1575 – Undergrounding Construction for BC Hydro, Telus and Shaw on Westminster Highway from No. 3 Road to Garden City Road, for the total amount of $674,222.

7.

ANNUAL RAIN BARREL PROGRAM
(Report:  Mar. 9/05, File No.:10-6650-01) (REDMS No. 1437214)

 

 

In response to a query from the Committee, Mr. Steve McClurg, Manager, Water Services advised that approximately 400 barrels would be purchased by the City this year.

That an annual 50% cost subsidized rain barrel distribution program be implemented by the City to increase water conservation awareness and complement the residential metering program.

8.

ICBC/CITY OF RICHMOND ROAD SAFETY IMPROVEMENT PROGRAM – NETWORK SCREENING STUDY AND PROPOSED PROJECTS FOR 2005

That the list of proposed road safety improvement projects potentially eligible for funding contributions from the City/ICBC 2005 Road Safety Improvement Program, (as described in the report dated March 5th, 2005, from the Acting Director, Transportation), be endorsed.

That the report (dated March 8th, 2005 from the Director of Operations), regarding the Annual Water Quality Report, be received for information.

10.

AWARD OF 2005 PAVING CONTRACT T.1574

(Report:  Feb. 23/05, File No.:  03-1000-20-T.1574) (REDMS No. 1437727)

 

 

In response to a query from the Committee, Mr. Robert Gonzalez, Director of Engineering advised that:

·                     the City of Vancouver had their own asphalt plant;

·                     because staff were now able to award contracts, in excess of $250,000, (within budgets set by Council), jobs could be tendered out earlier than other municipalities.  This enabled the City to save money because of better pricing given by contractors.  Chair then requested that staff provide Council with an estimate on the savings to the City since these types of tenders no longer had to be awarded by Council.

That the report from the Director, Engineering regarding the award of Contract T.1574 – 2005 Asphaltic Concrete Paving to the lowest bidder, Columbia Bitulithic Limited, be received for information.

MANAGER’S REPORT

RAV Update and Council – No. 3 Road Visioning Workshop – Terry Crowe

 

 

 

 

Terry Crowe, Manager, Policy Planning, reviewed a memo from the Acting Director of Transportation dated March 17th, 2005, copies of which were circulated to Committee. (A copy of this memo is attached as Schedule 1 and forms a part of these minutes).  Discussion ensued concerning the timing of the Capstan Station, station design and integration, No. 3 Road planning and streetscape.  Mr. Crowe stated that further information and a greater level of details would be provided at the  Council – No. 3 Road Visioning Workshop to be held in the near future.  He advised that Council input would have to be finalized and provided to RAV by the end of July 2005.
