Construction, Robert Gonzalez, was present to answer questions. |

It was moved and seconded |
|
|
|
That staff be authorized: |
|
|
|
(1) |
to open the single tender submission from PW Trenchless Technologies Limited; and |
|
|
(2) |
to award the contract to PW Trenchless Technologies Limited provided that sufficient funding is available in project # 40605, Sanitary Sewer Infrastructure Rehabilitation. |

APPLICATION TO CONDUCT A MEMORIAL PARADE ON
SEPTEMBER 11, 2002 |

The Manager, Transportation Planning, Victor
Wei, was present to answer questions. |

|
That Richmond Fire/Rescue Department Honour Guard Steering Committee be granted the approval to conduct a memorial parade on Wednesday, September 11, 2002. |

4. |
PROPOSED ACCESS IMPROVEMENTS
AT THE PALMS DEVELOPMENT (7080 AND 7088 ST. ALBANS ROAD AND 8433 BENNETT ROAD) |
|
|
Donna Chan, Transportation Engineer, briefly
reviewed the report. |
|
|
Ms. Monica Stefansson, representative of the
Strata Council of the Palms, and Mr. Dale Bosa, representative of the
developer, were present. Ms.
Stefansson thanked the Transportation Department for its work and effort in
effecting a win/win situation that provided the residents of the Palms with
the security of a second access. |
|
|
It was moved and seconded |
|
|
That a new right-in/right-out driveway on Granville Avenue (east of St. Albans Road) at the Palms development (7080 and 7088 St. Albans Road and 8433 Bennett Road), be approved. |
|
Prior to the question being called the Chair expressed concern about
the potential for traffic back up at the Granville access and requested that
the situation be monitored. The
question was then called and it was CARRIED. |

5. |
SERVICE LEVEL REVIEW TRANSPORTATION DEPARTMENT |
|
|
The General Manager, Urban Development,
David McLellan and the Director of
Transportation, Gordon Chan, reviewed and responded to questions on the
Transportation Department levels of service. |
|
|
The Committee commended transportation staff
for their efforts in planning the transportation requirements for the Tall
Ships Festival and also the ability to adapt to meet the requirements of the
greater than anticipated attendance. |
|
|
Councillor Kumagai requested that truck
speeds on Westminster Highway thru the Hamilton area be monitored in response
to resident concerns. In addition,
Councillor Kumagai questioned whether existing traffic barriers could be
extended closer to McLean Park. |

|
That the attached report (dated July 29, 2002 from the Director, Transportation), regarding levels of service for various transportation programs, be received for information. |

MANAGERS REPORT |
|
|
The Acting General Manager, Engineering and
Public Works, Dave Semple and the Manager, Water Services, Steve McClurg
responded to questions pertaining to resident concerns on water quality. |
|
|
