The Chair called the meeting to order at 4:09 p.m.

   

MINUTES

 

1.

It was moved and seconded

 

That the minutes of the meeting of the Public Works & Transportation Committee held on Wednesday, October 3, 2001, be adopted as circulated.

URBAN DEVELOPMENT DIVISION

 

2.

BC FERRIES INQUIRY

(Report: Oct. 2/01, File No.: 6530-02) (REDMS No. 516805)

   

The Director of Transportation, Gordon Chan, reviewed the report with emphasis on three major issues:

   

the need for a more integrated approach to connecting ferry transportation to ground transportation;

   

whether continued growth in vehicle traffic would render the BC Ferry service unsustainable;

   

the choice of Richmond should a third mainland terminal be required.

   

Discussion then ensued that resulted in the request that the report be amended to indicate that the City does not support having a ferry terminal on its land.

   

The General Manager, Urban Development, David McLellan said that he would attempt to obtain a copy of the study BC Ferries commissioned approximately eight years ago on this issue.

   

It was moved and seconded

   

That the City staffs comments and recommendations on the fast ferry project and the management of BC Ferry Corporation, (as presented in the report dated October 2nd, 2001, from the Director, Transportation), be endorsed and submitted to the BC Ferries Inquiry for consideration in the preparation of its report for the Ministry of Transportation.

APPLICATION TO CONDUCT ANNUAL REMEMBRANCE DAY PARADE SUNDAY, NOVEMBER 11TH, 2001

(Report: Oct. 3/01, File No.: 7400-20-PARA1) (REDMS No. 506799)

   

The Director of Transportation, Gordon Chan, reviewed the report. In response to questions, the General Manager, Engineering and Public Works, Jeff Day said that provision had been made to purchase bleachers for the event and that the sound system had been improved.

   

It was moved and seconded

   

That Branch No. 5 of the Royal Canadian Legion be granted approval to conduct the annual Remembrance Day Cenotaph Ceremonies and Parade on Sunday, November 11, 2001.

4.

MANAGERS REPORT

   

The Director of Transportation, Gordon Chan, reported that the 1st Vice-President of the Drivers Union, Mr. Paul Bains, had submitted a request to speak to Council on October 22nd on various aspects of the 98B-Line. Mr. Chan advised the Committee that a memorandum on the matter would be distributed to Council by the end of this week.

   

Mr. Chan also reported that monitoring of the service of the 98B-Line indicated that a number of the initial issues and problems encountered had now been overcome. Continued improvements to the service were anticipated.
