The Chair called the meeting to order at 4:00 p.m.

It was moved and seconded

 

That the minutes of the meeting of the Public Works & Transportation Committee held on Wednesday, July 18, 2001, be adopted as circulated.

2.

IMPLEMENTATION OF A GLOBAL POSITIONING SYSTEM REFERENCE NETWORK AND SURVEY MONUMENT SYSTEM FOLLOW-UP REPORT

(Report: July 24/01, File No.: 6340-01) (REDMS No. 465426)

   

The Manager, Engineering Design and Construction, Steve Ono reviewed the report. In response to questions the following information was provided:

   

â

the $50,000 cost of the GPS unit would be funded from the 2002 Operations budget; and

   

â

the $180,300 referred to in recommendation 2 of the September 11, 2000 Report to Council on Regional GPS Implementation was not included in the Capital Improvement budget for 2001 when it was no longer required.

   

It was moved and seconded

   

That the report (dated July 24, 2001 from the Manager, Engineering Design & Construction) regarding Implementation of a Global Positioning System Reference Network and Survey Monument System Follow-up Report, be received for information.

3.

EXTENSION OF FRASER SEWERAGE AREA - EAST OF NO. 9 ROAD

(Report: August 3/01, File No.: 6400-07-02) (REDMS No. 474598)

   

The Manager, Engineering and Planning, Paul Lee reviewed the report. Mr. Lee advised that Land Reserve Commission approval had been granted for the Nanaksar Gurdwara Gursikh Temple located at 18691 and 18791 Westminster Highway. A report on the inclusion of the temple into the sewerage area would be prepared in the near future.

   

It was moved and seconded

   

That the Administration Board of the Greater Vancouver Sewerage and Drainage District be requested to extend the boundaries of its Fraser Sewerage Area to include properties owned by Richberry Farms Ltd. at 20471, 20491, 20511, 20531, 20551, 20571 and 20591 Westminster Highway and Richview Golf Centre at 5700 Dhillon Way within Section 4, Block 4 North Range 4 West N.W.D.

4.

APPROVAL OF AN ADDITIONAL 2001 WATERMAIN REPLACEMENT PROJECT

(Report: July 23/01, File No.: 6340-20-P01404) (REDMS No. 458715)

   

The Manager, Engineering Design and Construction, Steve Ono and the Manager, Water Services, Steve McClurg, reviewed the report.

   

The Chair expressed her appreciation for the efficient manner in which the project was completed.

   

It was moved and seconded

   

That $300,000 of excess water utility funding from 1998 Water Utility Bylaw #6911 be allocated to replace an additional 1.2 kilometres of asbestos cement watermain in 2001 for advancement of the Mores subdivision watermain replacement program.

   

Prior to the question being called and in response to a question from the Chair information was provided that the efficiencies gained will have a positive effect on the Ageing Infrastructure Program by doing more for the same money. The question was then called and it was CARRIED.

 

 

5.

RESIDENTIAL LOT VEHICULAR ACCESS REGULATION BYLAW (Report: July 24/01, File No.: 8060-20-7222) (REDMS No. 313678, 405268, 165421, 442122)

   

Senior Transportation Engineer, Victor Wei, the Manager, Engineering Design and Construction, Steve Ono, and the City Clerk, J. Richard McKenna reviewed the information contained in the report.

   

A discussion ensued on the possible applications of the wording of the bylaw with the note that if an arterial road driveway that existed at the time the bylaw was adopted required modification it would be at the City's expense.

   

The Director of Engineering and Public Works, Jeff Day, said that it had been a cross divisional team that had put the bylaw, an incorporation of many bylaws, together. Mr. Ono said that there would be no undue hardship caused for an owner with access only to an arterial road.

   

It was moved and seconded

   

That:

   

(1)

Residential Lot Vehicular Access Regulation Bylaw No. 7222 be introduced and given first, second and third readings.

   

(2)

the new Lane Establishment Policy (accompanying the attached report dated July 24, 2001) be adopted, thereby ensuring consistency with the Residential Lot Vehicular Access Regulation Bylaw No. 7222.

   

(3)

each of the following policies be rescinded:

     

(a)

Single Family Residential Development Access Policy No. 5003, (adopted on October 10, 1989); and

     

(b)

Lane Establishment Policy No. 5036 (adopted on June 12th, 2000).

   

Prior to the question being called the Chair thanked staff for the creation of a bylaw that read easily. The question was then called and it was CARRIED.

 

 

6.

MANAGERS REPORT

   

The Manager, Roads and Construction Services, Tony Hillan, reported that a seismic stability report on the South Dyke at No. 5 Road would be complete by the middle of 2002.

   

The Manager, Water Services, Steve McClurg, reported that staff were working with the GVRD to determine the cause of clay particles in the water system. Preliminary findings indicated that the particles were caused by the flow of water reversing during peak time which disturbed the sediment in the mains.

   

Councillor Kumagai reported that the GVRD was planning a public consultation process to discuss the timing of filtration of the water reservoirs.

   

In response to a question from the Chair, the Manager, Transportation, Gordon Chan said that some bus stops utilized by articulated buses would need to be relocated.

   

Mr. Chan also reported that a public open house was being held that afternoon from 3 8 p.m., at the International Terminal at the Airport, to advise the public of the opening of the Airport Connector Bridge later this month. An introduction to the HOV lane on Russ Baker Way was also to be provided. A memorandum on the bridge opening would be prepared by staff.
