That the minutes of the meeting of the Public Works & Transportation Committee held on Wednesday, January 3rd, 2001, be adopted as circulated. |

ENGINEERING & PUBLIC WORKS DIVISION |
2. | VANCOUVER PORT AUTHORITY - PROPOSED OUTFALLS POLICY |

The Manager, Engineering Planning, Paul Lee, briefly reviewed the report with Committee members. |

Questions were raised about the likelihood of the Vancouver Port Authority (VPA) aligning their policy with the GVRDs Liquid Waste Management Plan. In response, the General Manager, Engineering & Public Services, Chuck Gale, provided information on the efforts of regional engineers to have the Port Authority endorse the regional program. He stated that a letter from Council to the VPA, indicating that their proposed policy was a concern to the City, might help to convince the port authority to accept the GVRDs plan, especially if other municipalities took the same action. |

Concern was expressed about the lack of specific information in the staff report, and advice was given the issue was very complex in nature and that the VPA had not had the benefit of the initial work on the GVRD plan which had been undertaken with the various ministries of the Federal Government, when the VPA policy was prepared. Questions were also raised about the VPA proposal to charge municipalities a fee for rainfall runoff based on volume, and information was provided by Mr. Lee on this issue. |

(1) | The Vancouver Port Authority Board be advised that the City of Richmond supports the Greater Vancouver Regional District and its member municipalities and does not support the prescriptive nature of the Vancouver Port Authority Outfalls Policy; |
||
(2) | The Vancouver Port Authority be requested to work in closer concert with the Greater Vancouver Regional District and its member municipalities to align its policy with the regions Liquid Waste Management Plan; and |
||
(3) | The Vancouver Port Authority be made aware of the Citys concerns. |

3. | 11000 BLOCK GRANVILLE AVENUE - NORTH SIDE DITCH INFILL |

The Manager, Engineering Design & Construction, Steve Ono, reviewed the report with the Committee. In response to questions, Mr. Ono advised that the residents of the north side of the 11000 Granville Avenue had not been advised of the report and recommendations now being considered. As a result of the concerns expressed by Committee members about (i) the lack of notification to area residents, and (ii) the possible negative reaction which could result, the following referral motion was introduced: |

That the report (dated December 11th, 2000, from the Director, Engineering), regarding the 11000 block Granville Avenue North Side Ditch Infill, be referred to staff to contact residents in the area regarding the proposed change in plans to infill the north side ditch, and report to Committee at a future meeting on the response of the residents. |

4. | MANAGERS REPORT |
(a) | The Manager, Roads & Construction Services, Tony Hillan, referred to the maintenance contract with between TransLink and the Ministry of Transportation & Highways (Mainroad Contracting) for the downloaded portion of the major road network. He advised that the contract would be extended for a further three year period, from March 14, 2001 to March 14, 2003, and that the City would be participating in that extension. |

(b) | The Manager, Water Services, Steve McClurg, circulated to members of the Committee, samples of door tags which would be distributed in neighbourhoods where a water shut off (either planned or emergency) had occurred. During the brief discussion which ensued, the suggestion was made that the tags be altered to indicate in other languages that the message on the tag was important and should be translated. |

(c) | The Manager, Transportation Gordon Chan advised that an invitation had been extended to representatives of TransLink to attend the January 22nd Regular Council Meeting to address the Citys concerns regarding various aspects of the 98B-Line construction and other transit issues, however, the invitation had been declined. |
