The Chair called the meeting to order at 4:00 p.m.

That the minutes of the meeting of the Parks, Recreation and Cultural Services Committee held on Tuesday, November 24, 2010, be adopted as circulated.

DELEGATION

 

 

1.

Joe Bauer, President of the Scotch Pond Heritage Co-operative provided an update and in reply to queries from Committee reported the following:

 

 

·            

membership has been stable throughout 2009 and is comprised of approximately 58 members and 50 moored vessels;

 

 

·            

on August 25, 2010, a site survey was done, whereby the building was designated Class A;

 

 

·            

some repairs are underway and involve replacing planks as well as pipes; and

 

 

·            

the Annual General Meeting is scheduled for February 23, 2010 and all are invited to attend.

 

 

A comment was made by Committee regarding site signage that displays historical information about Scotch Pond. It was suggested that an additional sign be installed that explains the current use of the site as well as provides information about the Co-operative. Staff advised that this request will be added to the City’s signage priority list.

CORRESPONDENCE RECEIVED

 

 

(1)

Letter from the Corporation of Delta addressed to Roger McRurie, President of the Delta Ladner Rod and Gun Club re: Electronic Calling Devices, attached to these minutes as Schedule 1.

 

 

 

Following discussion concerning the local goose population increase and the possible means of controlling it, the following referral motion was introduced:

 

 

 

It was moved and seconded

 

 

 

That staff investigate and report back on the options available to the City to address the snow goose population increase.

Letter from the Richmond Allotment Gardens Association addressed to the BC Assessment re:  Assessment Roll No. 11-320-R031476096 and Property Address:  10711 Palmberg Road, attached to these minutes as Schedule 2.

 

 

 

The Chair reported that the property at 10711 Palmberg Road was recently reclassified from ‘farm’ to ‘residential’, as the property was deemed by BC Assessment as contrary to the regulation requirements for farm classification. Discussion ensued amongst Committee and the following referral motion was introduced:

That staff investigate and report back on possible solutions to address the BC Assessment reclassification of the property at 10711 Palmberg Road from farm to residential.

3.

PROPOSED YOUTH PARK AT BURNETT THOMPSON COMMUNITY PARK

(File Ref. No.:  06-2345-20-BTHO1/Vol 01) (REDMS No. 2794498)

 

 

Serena Lusk, Manager of Parks, Planning and Design provided a diagram of the proposed park project and introduced Kim Jones, President of the Thompson Community Association (TCA), and George Atkinson, Director of  TCA. 

 

 

Mr. Jones provided a project overview and noted that youth has been consulted in the park design through various workshops; and that the goal of the park is to be multi-purpose, serving youth as well as the community as a whole.  He then thanked staff, in particular, Serena Lusk, Manager of Parks, Jamie Esko, Park Planner, and Karen MacEachern, Area Coordinator, for their hard work on the project.

 

 

In response to queries, staff advised that the Richmond School District has been informally notified of the park project.

 

 

Committee praised both the project as well as the generous financial contribution made by the Thompson Community Association.

 

 

It was moved and seconded

 

 

That:

 

 

(1)

the Thompson Youth Park Concept be endorsed as described in the staff report dated January 5, 2010 entitled “Proposed Youth Park at Burnett Thompson Community Park”;

 

 

(2)

staff be authorized to negotiate a Contribution Agreement with the Thompson Community Association for $250,000 to support Phase 1 development of the Thompson Youth Park; and

 

 

(3)

staff be directed to conduct a public consultation process for the Thompson Youth Park which includes the general public, youth and residents in the Thompson neighbourhood.

4.

Richmond Community Wellness Strategy

(File Ref. No.:  07-3040-01/2010-Vol 01) (REDMS No. 2792394)

 

 

Lucy Tompkins, Acting Manager, Parks and Recreation Projects and Programs, Dr. James Lu, Chief Medical Officer, Richmond Health Services, Vancouver Coastal Health, and Rob Inrig, District Administrator, Richmond School District No.38 provided background on the report and advised the following:

 

 

·         

the strategy was developed in partnership between the City, the Vancouver Coastal Health Authority and the Richmond School District, as well as numerous community stakeholders;

 

 

·         

the purpose of the strategy is provide a framework to facilitate the planning and development of wellness programs and activities throughout the City; and

 

 

·         

physical wellness correlates strongly with residents having a sense of connection to their community.

 

 

Committee praised the report as well as the engagement of multiple community and public partnerships, and suggested that the strategy was a model that could be shared, in particular, with the Provincial Government.

That:

 

 

(1)

the ‘Richmond Community Wellness Strategy’, as attached to the staff report dated January 4, 2010 from the Acting Director, Recreation, be endorsed;

 

 

(2)

the ‘Richmond Community Wellness Strategy’, as attached to the staff report dated January 4, 2010 from the Acting Director, Recreation, be sent to Vancouver Coastal Health and the Richmond Board of Education, with the request that they endorse the strategy; and

 

 

(3)

the Richmond Community Wellness Strategy Steering Committee members be thanked for their assistance in developing the document.

5.

RICHMOND SPORT FOR LIFE STRATEGY 2010-2015

(File Ref. No.:  11-7200-01/2010-Vol 01) (REDMS No. 2797258)

 

 

In reply to queries and comments made by Committee, Eric Stepura, Manager, Sports & Community Events, and Dave Semple, General Manager, Parks and Recreation, advised the following:

 

 

·         

implementing the 10 strategic goals and 50 actions outlined in the report would have a significant impact on the development of Richmond community sports;

 

 

·         

a draft form of the report has been provided to a broad range of stakeholders seeking feedback.  A revised document will be brought back to Council for endorsement once stakeholder feedback has been incorporated;

 

 

·         

physical literacy, as described in the report, is key for children and youth to develop habits of life-long physical activity, as well as to provide the foundation needed for the development of future world-class athletes;  prioritizing physical literacy would require  changes to the care and education of children, as well as closer cooperation between the education system and the recreation and sports community; and

 

 

·         

the time-line for the strategy includes consultation with stakeholders during the spring and summer, with potential endorsement in the fall of 2010.

 

 

Committee praised the report and noted that it complimented other City strategies, such as the Community Wellness Strategy.

(1)

staff seek feedback from stakeholders on the DRAFT Richmond Sport For Life Strategy 2010-2015, as attached to the staff report dated January 12, 2010 from the General Manager, Parks and Recreation, and then bring back a revised strategy document for endorsement; and

 

 

(2)

the Richmond Sport For Life Strategy Working Group be thanked for their assistance in developing the DRAFT Richmond Sport For Life Strategy 2010-2015.

6.

2010 – 2014 SPORT HOSTING STRATEGY AND IMPLEMENTATION PLAN AND SPORT HOSTING TASK FORCE TERMS OF REFERENCE

Cathryn Volkering Carlile, General Manager, Community Services, and Mike Romas, Manager, Sport Hosting, provided an update to the report, and in reply to queries and comments made by Committee advised the following:

 

 

·            

the City received an instalment of $500,000 from Tourism Richmond in October for the purpose of sport hosting;

 

 

·            

a Richmond Sports Hosting Task Force has been established; and

 

 

·            

one of the goals of the strategy is to assist with the grant program, and once the strategy and task force are approved, the grant program will be presented in a subsequent report for Council consideration.

 

 

 

Jim Lamond, Chair of the Richmond Sports Council (RSC) accompanied by Roger Barnes, Vice-Chair of RSC, expressed support for the Sport Hosting Strategy, but were concerned with the endorsement of the strategy in the absence of the grant information.

That:

 

 

(1)

the Sport Hosting Strategy, as outlined in the staff report dated January 5, 2010 from the General Manager, Community Services entitled “2010 – 2014 Sport Hosting Strategy and Implementation Plan and Sport Hosting Task Force Terms of Reference” be endorsed;

 

 

(2)

the Terms of Reference, as outlined in the staff report dated January 5, 2010 from the General Manager, Community Services entitled “2010 – 2014 Sport Hosting Strategy and Implementation Plan and Sport Hosting Task Force Terms of Reference” be endorsed; and

 

 

(3)

a copy of the Richmond Sport Hosting Strategy and Implementation Plan, upon approval, be forwarded to stakeholders and the Richmond School Board, for information.

6.A

MARITIME MUSEUM PROPOSAL

 

 

The Chair proposed the potential development of a Maritime Museum, citing grant funding sources as well as community interest.  Jim Kojima, a member of the Gulf of Georgia Cannery Society and the Steveston Historical Society, spoke in support of the proposal.

That staff investigate and report back on the possibility of establishing a Maritime Museum in Richmond.

MANAGERS’ REPORTS

 

 

 

(1)

Middle Arm Waterfront Greenway

 

 

 

Jodie Shebib, Acting Manager, Parks Programs, reported that the official opening ceremony of the Richmond Middle Arm Greenway project will take place Friday, February 5, 2010.

 

 

 

 

 

 

(2)

4091 Chatham Street Heritage House

 

 

 

Jane Fernyhough, Director of Arts, Culture and Heritage Services, reported that the Heritage House has been moved to its new location behind the Steveston Museum at 3811 Moncton Street.  Stakeholder consultation on program development and building  restoration will begin in March, 2010.

Public Art Installation

 

 

 

Ms. Fernyhough reported that Heads (Cabezas), a three-piece artwork of over-sized baroque heads by Mexican artist Javier Marin was installed to the north of Lansdowne Station.

 

 

(4)

Richmond Art Centre Classes

 

 

 

Ms. Fernyhough reported that in order to accommodate Holland Heineken House during the 2010 Winter Olympic Games, the winter session of classes normally held at the Richmond Art Centre have been relocated to Fraserview Mennonite Brethren Church.

 

 

(5)

Art Gallery Exhibit Opening

 

 

 

Ms. Fernyhough reported that the Opening Reception for Mask, the photographic exhibit of work by First Nations artist, Arthur Renwick, will take place the evening of January 28, 2010.

 

 

(6)

Richmond Museum Exhibit Opening

 

 

 

Ms. Fernyhough reported that the Opening Reception for From Far and Wide: The Eppich Collection  will take place February 11, 2010, and that the exhibit showcases cultural and faith-based artifacts collected “from far and wide” by Mr. Helmut Eppich of Ebco Industries of Richmond.
