Call to Order:

The Chair called the meeting to order at 4:00 p.m.

 

 

At this point the Chair advised the Committee that item #3 was to be withdrawn from the agenda at the request of the Friends of Garry Point. The gallery was advised that those present wishing to speak on the off leash proposal could contact City staff to discuss the matter further.

 

At this point the Chair requested that two additional items be added to the agenda:

   

Item 5 -

Security Cameras on City property; and

   

Item 6 -

Tall Ship Moorage.

It was moved and seconded

 

That the minutes of the meeting of the Parks, Recreation and Cultural Services Committee held on Tuesday, November 27, 2002, be adopted as circulated.

4.

BID: 2010 WINTER OLYMPIC AND PARALYMPIC GAMES

(Report: January 23/02, File No.: 7400-20-Olym1) (REDMS No. 603225, 574416)

   

The Manager, Policy Planning, Terry Crowe, briefly reviewed the report. Mr. Crowe said that the General Manager, Finance and Corporate Services, Jim Bruce, had advised that the Council Provisional account could be utilized for the proposed contribution.

   

Mayor Brodie joined the meeting.

   

During the discussion that ensued emphasis was placed on the importance of i) having the broadcast centre located in Richmond; and ii) a rapid transit extension to Richmond and the airport.

   

The Chief Administrative Officer, George Duncan, provided the information that, having met with Mr. Furlong and then his staff, a full City commitment to the bid is requested prior to July 2003. Of the five communities in receipt of the commitment request, facility amenities would be placed only in those communities participating in the bid.

   

Further discussion then ensued on the need to identify possible alternate sites for the proposed Trade and Exhibition Centre, which will serve as the Olympic broadcast centre, as recent provincial cutbacks included no further negotiations on Musqueam lands at this time.

   

It was moved and seconded

   

That Council (as per the report dated January 23, 2002 from the Manager, Policy Planning):

   

(1)

approve a contribution to the 2010 Winter Olympic Games bid, as follows:

     

(a)

- an initial contribution of $250,000 in 2002;

     

(b)

- a second contribution of $250,000 in 2003;

   

(2)

appoint the following Council members to the 2010 Winter Olympic Games bid working committee(s):

     

(a)

- the Mayor;

     

(b)

- the Chairperson of the City's Parks, Recreation and Cultural Services Committee; and

   

(3)

authorize the City Staff Team to continue participating in the 2010 Winter Olympic Games bid process, subject to Councils direction.

   

(4)

advise the Olympic Bid Committee that the City's contribution is offered on the understanding that the Olympic Bid Committee will support: i) rapid transit to the airport; and ii) the siting of the broadcast centre in Richmond.

 

The question on the motion was not called, as the request was made that Part 2 of the resolution be dealt with separately.

 

The question on Parts 1,3, and 4 of the main motion was then called, and it was CARRIED.

 

The question on Part 2 was not called as the following referral motion was introduced.

That Part 2 of the resolution be referred to Council for further discussion.

5.

SECURITY CAMERAS ON CITY PROPERTY

   

In response to a question pertaining to recently mounted security cameras in Steveston Park, the General Manager, Parks Recreation and Culture, Cathy Volkering Carlile, said she would look into the matter and report back to Committee.

TALL SHIP MOORAGE

Councillor Steves distributed a report to the Parks, Recreation and Cultural Services Committee, titled Completion of Waterfront Development in Garry Point Park Plan, and Additions to the No. 3 Road Fishing Pier along with a copy of the Steveston Road Ends Reserve Reconciliation (both of which are on file in the City Clerks Office), and reviewed the information contained therein.

   

It was moved and seconded

 

That the report, dated January 29, 2002 from Councillor Steves, be referred to staff for consideration.

7.

MANAGERS REPORT

   

The General Manager, Parks, Recreation and Cultural Services, Cathy Volkering Carlile, distributed a memorandum, Budget Richmond Tall Ships, dated January 29, 2002 and a Richmond Tall Ships 2002 Budget Update both of which are on file in the City Clerks Office.

   

Ms. Volkering Carlile provided the information that the Finance Department had reviewed the budget and that the overall budget had been reduced by $180,000. An identification of areas, including both infrastructure and festival, that could potentially be further reduced had taken place. An overview of the campaign to date and future expectations was also discussed.

   

In response to a question from the Mayor, Ms. Volkering Carlile said that options would be provided for consideration at the next General Purposes Committee meeting.

   

Information was provided on the Tall Ship media event to be held on Friday, February 1. The by invitation only event would be followed by a public viewing of the ship between 1 and 5 p.m.

   

The Manager, Parks Operations, Gord Barstow, accompanied by Yvonne Stich and Jamie Esko, Park Planners, provided an update on the status of the No. 2 Road Bike Terrain Park. Discussion then ensued on the extent of the expectation versus the available funds for the project. Ms. Esko provided the information that once the detailed cost estimate was complete the group would have a clear understanding of its fundraising requirements.

   

The Manager, Parks Operations, Gord Barstow, also provided an update on the number of tree assessments that are being done, especially of trees in the Heritage Inventory, as a result of the December wind storm. Mr. Barstow said that as a result the pruning program for 2002 would have to be curtailed, as would some maintenance programs. A photoboard of a hazard tree on Minoru Blvd. was provided.

   

The Manager, Parks Administration, Mike Redpath, reported that the street banners for Tall Ships would be installed in February. He also provided a copy of the new Dogs Off Leash Areas" brochure.

   

Yvonne Stich, Park Planner, provided a copy of the new Trails brochure along with the information that the focus in preparing the new brochure had been points of interest and awareness of new trails added in the last few years. New features incorporated into the brochure included bike lanes and river crossings.

   

In response to a question from the Mayor, the Manager, Cultural Services, Jane Fernyhough said that a report on the current status of the tram would be provided to the February meeting of the Parks, Recreation and Cultural Services Committee.

   

The General Manager, Urban Development, David McLellan, reported that Mr. Ron Climenhaga of the Vancouver/Richmond Health Board had been transferred out of the region.
