Call to Order:

The Chair called the meeting to order at 4:00 p.m.

That the minutes of the meeting of the Planning Committee held on Tuesday, February 22, 2011, be adopted as circulated.

PLANNING & DEVELOPMENT DEPARTMENT

 

 

1.

APPLICATION BY INTERFACE ARCHITECTURE INC. FOR REZONING AT 6500 COONEY ROAD FROM LOW DENSITY TOWNHOUSES (RTL1) TO PARKING STRUCTURE TOWNHOUSES (RTP4)

(File Ref. No.:  12-8060-20-8618, RZ 08-429600) (REDMS No. 3142381)

 

 

Brian Jackson, Director of Development stated that staff is in support of the rezoning application. He further remarked that dedication and construction of a new City lane, along the east perimeter of the subject site, is part of the project.

 

 

A brief discussion ensued between Mr. Jackson and Committee regarding:

 

 

·          

parking under the property and access from the rear lane;

 

 

·          

the shared driveway;

 

 

·          

the new City lane will be a public lane;

 

 

·          

location of the two handicapped parking stalls, and their generous radius to accommodate wheelchairs; and

 

 

·          

the attention paid by the applicant to issues of overlook and shading.

 

 

To confirm that shading between the structures on the site has been mitigated, Ken Chow, Architect, Interface Architecture Inc., used a model to demonstrate the relationship between the townhouse units and the three-storey structures at the rear of the subject site.

 

 

It was moved and seconded

 

 

That Bylaw No. 8618, for the rezoning of 6500 Cooney Road from “Low Density Townhouses (RTL1)” to “Parking Structure Townhouses (RTP4)”, be introduced and given first reading.

2.

APPLICATION BY RICHMOND KARTING LIMITED FOR AGRICULTURAL LAND RESERVE NON-FARM USE AT 6631 SIDAWAY ROAD

(File Ref. No.: , AG  09-503590) (REDMS No. 3091441)

 

 

A discussion ensued between Mr. Jackson and Committee and in particular regarding:

 

 

·          

the lease on the site, held by Richmond Karting Limited, expires in 2019, and after that date the site would no longer be dedicated for an outdoor go-cart track and mini-golf course facility;

 

 

·          

the Environmentally Sensitive Area (ESA) component of the site;

 

 

·          

the durable nature of the proposed artificial turf for the mini-golf course; and

 

 

·          

the race track theme of the proposed mini-golf course facility.

 

 

It was moved and seconded

 

 

That:

 

 

(1)

Authorization for Richmond Karting Limited to apply to the Agricultural Land Commission for a non-farm use for the purposes of developing an outdoor mini-golf course facility at 6631 Sidaway Road be granted; and

 

 

 

(2)

Staff be authorized to take the necessary steps to ensure removal and reinstatement of the land to be occupied by the mini-golf facility to its prior condition before forwarding the non-farm use application at 6631 Sidaway Road to the Agricultural Land Commission.

3.

APPLICATION BY 0895476 BC LTD. FOR REZONING AT 9320 DAYTON AVENUE FROM SINGLE DETACHED (RS1/B) TO SINGLE DETACHED (RS2/K)

It was moved and seconded

 

 

That Bylaw No. 8724, for the rezoning of 9320 Dayton Avenue from “Single Detached (RS1/B)” to “Single Detached (RS2/K)”, be introduced and given First Reading.

CARRIED

 

 

4.

MANAGER’S REPORT

 

 

 

Mr. Jackson provided information regarding several rezoning application reports that would be coming to Committee at future meetings.

 

 

Joe Erceg, General Manager, Planning and Development, provided further information regarding future Planning Committee agenda items.
