The Chair called the meeting to order at 4:00 p.m.

APPLICATION BY SWARN PANESAR FOR REZONING AT 2451 AND 2471 MCLEOD AVENUE FROM SINGLE-FAMILY HOUSING DISTRICT, SUBDIVISION AREA D (R1/D) TO SINGLE-FAMILY HOUSING DISTRICT, SUBDIVISION AREA B (R1/B)

It was moved and seconded

 

 

That Bylaw No. 8429, for the rezoning of 2451 and 2471 McLeod Avenue from “Single-Family Housing District, Subdivision Area D (R1/D)” to “Single-Family Housing District, Subdivision Area B (R1/B)”, be introduced and given first reading.

4.

OFFICIAL COMMUNITY PLAN (2041) UPDATE

(File Ref. No.:  08-4045-00) (REDMS No. 2724326)

 

 

Terry Crowe, Manager, Policy Planning, provided background information on the Official Community Plan (OCP) and noted that:

 

 

§          

staff are proposing a major review of the City’s OCP to update it to 2041;

 

 

§          

among past major amendments to the OCP were the Arterial Road Policy and the Aircraft Noise Sensitive Development Policy;

 

 

§          

the suggested theme of the OCP update is “My Sustainable Community”;

 

 

§          

a work program is proposed to enable several rounds of public input, as well as input from such stakeholder groups as the Richmond School Board, Vancouver Airport Authority, Urban Development Institute and the Port Authority;

 

 

§          

studies to be undertaken include green house gas, demographic, industrial, environmentally sensitive areas (ESA), sustainability, transportation and engineering; and

 

 

§          

the draft industrial terms of reference will be presented to the Economic Advisory Committee for their input and the draft ESA terms of reference will be presented to the Advisory Committee on the Environment for comment.

 

 

A brief discussion ensued between Committee and staff on:

 

 

§          

what steps to take to engage the public during the consultation phase and how to take advantage of a variety of activities and events in the City during the consultation process to maximize input;

 

 

§          

whether the current budget covers the projected cost plus the studies;

 

 

§          

plans to contact Kwantlen University, Trinity Western University, University of British Columbia, and other post secondary institutions during the updating process;

 

 

§          

if it is possible to ‘eliminate’ green house gases or just ‘reduce’ them;

 

 

§          

the OCP update would include a new chapter on sustainability; and

 

 

§          

a community energy emissions plan is being investigated.

 

 

The Chair advised that the sub-section under the title “Environment” should feature separate bullet points for such things as energy farms and built environment elements.

That staff be authorized to continue updating the Richmond Official Community Plan (OCP) in accordance with the staff report dated September 29, 2009 from the General Manager of Planning and Development, entitled “Official Community Plan (2041) Update”.

5.

MANAGER’S REPORT

 

 

(1)

Draft Regional Growth Strategy

 

 

Mr. Crowe advised that Johnny Carline, Chief Administrative Officer of Metro Vancouver, would attend the Tuesday, October 20, 2009 meeting of the Planning Committee to discuss Metro Vancouver’s draft Regional Growth Strategy (RGS).

 

 

Before Mr. Carline’s address to Committee, City staff will meet with Metro Vancouver staff to discuss outstanding issues with regard to the draft RGS.

 

 

A brief discussion ensued between staff and Committee on: (i) the autonomy of municipalities versus control of growth by Metro Vancouver; (ii) future use of industrial lands; (iii) resolution of disputes and disagreements; and (iv) port-oriented lands.

 

 

(2)

Airport Noise Citizens Advisory Task Force

 

 

Joe Erceg, General Manager, Planning and Development reported that staff would circulate a memorandum to Council regarding the Airport Noise Citizens Advisory Task Force’s recent discussion of its Terms of Reference and draft report.
