(1)

That Bylaw No. 8111, to re-designate 10171 No. 1 Road from "Single-Family" to "Multiple-Family" on the Steveston Land Use Map in Schedule 2.4 of Official Community Plan Bylaw No. 7100 (Steveston Area Plan), be introduced and given first reading.

 

 

(2)

That Bylaw No. 8111, having been considered in conjunction with:

 

 

 

(a)

the City’s Financial Plan and Capital Program; and

 

 

 

(b)

the Greater Vancouver Regional District Solid Waste and Liquid Waste Management Plans;

 

 

 

is hereby deemed to be consistent with said program and plans, in accordance with Section 882(3)(a) of the Local Government Act.

 

 

(3)

That Bylaw No. 8111, having been considered in accordance with the City Policy on Consultation During OCP Development, is hereby deemed not to require further consultation.

 

 

(4)

That Bylaw No. 8086, for the rezoning of 10171 No. 1 Road from "Single-Family Housing District, Subdivision Area E (R1/E)" to "Townhouse District (R2)", be introduced and given first reading.

6.

MANAGER’S REPORT

 

 

 

(1)

Affordable Housing – Holger Burke, Development Coordinator, advised that staff has begun to draft recommendations. Rather than presenting the Committee with the whole report, staff will present the Committee with the drafted recommendations in October, 2006. After that, a second round of workshops will be held to receive further input from stakeholders. A final strategy will be forthcoming in late November or early December, 2006

 

 

 

In response to a question, Terry Crowe, Manager, Policy Planning, advised that when the final strategy is presented to the Committee, it will include information regarding how other communities are addressing Affordable Housing issues.

 

 

 

(2)

City Centre Plan – Mr. Burke, reported that, as a result of a public meeting, a stakeholder meeting that attracted 19 groups, as well as a weekend open house in July 2006, approximately 100 survey forms had been returned to staff. Staff also held separate meetings with the Richmond School Board, the Library Board, the Vancouver Airport Authority (YVR), the Urban Development Institute (UDI) and the Richmond Disability Committee. Staff will tabulating the results of these meetings, and in October, 2006 will present a status report to the Committee

 

 

 

A second round of public input is planned for the end of October, 2006.

 

 

 

In response to a question regarding the potential of free hold row house developments in Richmond, Jean Lamontagne, Director of Development, advised that some discussion on that type of building form had taken place. Although Richmond does not have specific zoning for that type of housing at present, it is similar to the Single-Family Zoning District R1-0.6, and a CD could be drafted for a particular parcel if a developer proposed a free hold row house development.

 

 

 

Mr. Lamontagne stated that free hold row house developments sometimes need private roads or alleys which would make the developments more complicated than a town house development. But if it is the builder’s choice to propose a free hold row house development, the City does have the mechanism to proceed.

 

 

 

Joe Erceg, General Manager, Planning and Development, stated that servicing for a free hold row house development is built to a different standard than servicing for a town house development. For that reason it is difficult to convert an existing town house development to a free hold row house development. He added that if the City received a new application proposing free hold row houses, it is doable.

Steveston Study - Terry Crowe, Manager, Policy Planning reported that since the open house, held in late July, 2006, the consultants have done some initial analysis. He advised that the Heritage Commission had requested to be more involved in the process. Mr. Crowe will respond, advising the Commission that staff will involve it more in the process.

 

 

 

In response to a question, Mr. Crowe advised that the Steveston Study and the Steveston Parking Study are related, that each study presents a lot of options, and that the Committee will receive a report that will outline how the two Studies inter-relate.

Official Community Plan/Liveable Region Strategic Plan Review
no report was forthcoming.

Cambie West Plan– In response to a request for an update, Mr. Crowe reported that the area plan has been approved and some developers are making Rezoning Applications. If a developer wants to propose a unique affordable housing plan the City will look at it.

 

 

 

The Chair advised at this time (4:19 p.m.) that the meeting be recessed until the conclusion of the Closed Planning Committee Meeting.

 

 

The Open Meeting reconvened (4:24 p.m.) with Committee members Councillor McNulty, Chair, Councillor Steves, Councillor Barnes, Councillor Howard, Councillor S. Halsey-Brandt present. Also present was Councillor Cynthia Chen.

 

 

Rick Balfour, Director, New Planning Initiatives, New City Institute, and Graham Murchie, Metro Vancouver Planning Coalition, were welcomed by the Chair.

 

 

Mr. Balfour gave a brief presentation about a sustainability seminar conducted by the Metro Vancouver Planning Coalition, held during the summer of 2006, which focused on Marpole, in South Vancouver, as an inner city area, and how that neighbourhood relates to Richmond’s City Centre and Richmond’s riverfront.

 

 

General discussion followed. Mr. Erceg advised the Committee that City staff will meet with Mr. Balfour and Mr. Murchie to further explore planning ideas.
