APPLICATION BY TIMOTHY C.W. TSE FOR REZONING AT 5660 AND 5740 BLUNDELL ROAD FROM SINGLE-FAMILY HOUSING DISTRICT, SUBDIVISION AREA E (R1/E) TO TOWNHOUSE DISTRICT (R2 - 0.7) |

A brief discussion ensued, during which appreciation was expressed to staff for the detailed information included in the report regarding the trees currently located on the property. |

That Bylaw No. 8027, for the rezoning of 5660 and 5740 Blundell Road from “Single-Family Housing District, Subdivision Area E (R1/E)” to “Townhouse District (R2 - 0.7)”, be introduced and given first reading. |

MANAGER’S REPORT |
|
|
The General Manager, Urban Development, Joe Erceg, advised that staff would be submitting a report on the “West Cambie Area Plan” to the next Committee meeting. He then talked about some of the matters which would be addressed in the report, such as (i) policies on how much land was to be assembled, and providing orphaned lots; (ii) financing; (iii) Development Cost Charge areas; (iv) interim amenity fee guidelines for the provision of amenities; (v) charges for child care, affordable housing, and City beautification works which could not be charged through DCCs; and (vi) a proposal to include affordable housing. He advised that staff would be recommending that the City not pay for servicing as it was felt that there was sufficient development planned for the West Cambie area to pay for the costs. |

Discussion then ensued among Committee members and Mr. Erceg on the report, and whether property owners and the development community would have any concerns about the proposed plan. Also addressed was the consultation process which had been followed and whether discussions had been held with representatives of the School District and the proposed Ismali temple. As well, the status of the development application submitted by Wal-Mart was discussed, and whether or not there was sufficient industrial land in the City. |

The Manager, Policy Planning, Terry Crowe, reported briefly on a recent open house hosted by the Vancouver International Airport Authority regarding the City’s proposed Airport Noise Committee. He advised that the committee would not be formed at the present time, but instead, that the VIAA would hold two open houses on noise and planning issues in 2006, and would improve the noise complaint management protocol. Mr. Crowe further advised that representatives of the VIAA would appear before the General Purposes Committee annually to provide an update on airport issues. |

Discussion ensued, with information being provided that Mr. Crowe would be submitting a report to the General Purposes Committee on the City’s proposed airport noise committee, with options being provided on how to proceed. During the discussion, staff were requested to ask the VIAA to compile a list of every flight which flew over the area of Steveston and No. 3 Road. |
