The Chair called the meeting to order at 5:10 p.m.

It was moved and seconded

 

 

That the minutes of the meeting of the Planning Committee held on Tuesday, August 24th, 2004, be adopted as circulated.

APPLICATION BY DOUGLAS L. MASSIE, ARCHITECT FOR REZONING AT 8191 ST. ALBANS ROAD FROM SINGLE-FAMILY HOUSING DISTRICT, SUBDIVISION AREA E (R1/E) TO COMPREHENSIVE DEVELOPMENT DISTRICT (CD/151)
(RZ 04-268279 - Report:  August 10/04, File No.:  8060-20-7805x/f 12-8060-20-6921/6922) (REDMS No. 1319756, 1319758)

 

 

It was moved and seconded

 

 

(1)

That Bylaws No. 6921 and 6922, concerning a previous rezoning application (RZ 96-017351) at the subject property for a Community Institutional use for Richmond Youth Services, be abandoned;

 

 

(2)

That Bylaw No. 7805, to introduce a new Comprehensive Development District (CD/151) zone and for the rezoning of 8191 St. Albans Road from “Single-Family Housing District, Subdivision Area E (R1/E)” to “Comprehensive Development District (CD/151)”, be introduced and given first reading.

4.

SECONDARY SUITES: AN OVERVIEW
(Report:  September 2/04, File No.:  08-4057-12) (REDMS No. 1329319)

 

 

Discussion ensued among Committee members, the Manager, Policy Planning, Terry Crowe, and the Manager, Community Outreach, Don Pearson, on various aspects of the report, and in particular on:

 

 

-

current enforcement methods

 

 

-

the need for realistic utility charges

 

 

-

senior suites for family members

 

 

-

the difficulty of legalizing existing suites

 

 

-

the need for available, as opposed to affordable, housing

 

 

It was moved and seconded

 

 

(1)

That, as per the report (dated September 2, 2004 from the Manager, Policy Planning), the City maintain its current approach to existing secondary suites; and

 

 

(2)

That staff provide further comment on:

 

 

 

i)

enforcement methods (through the Community Outreach Department); and

 

 

 

ii)

appropriate charges for utilities where a secondary suite exists (through the Engineering and Finance Departments).

5.

MANAGER’S REPORT

 

 

 

The Manager, Policy Planning, Terry Crowe, indicated that as the Aircraft Noise Sensitive Development Policy was not yet approved and discussions were being held with the VIAA, the West Cambie Area Plan process may be delayed.  Staff would advise Council shortly of recommended next steps.

 

 

The General Manager, Urban Development, Joe Erceg, reported on the progress being made in the recovery of the Director of Transportation, Gordon Chan.
