The Chair called the meeting to order at 4:00 p.m.

It was moved and seconded

 

 

That the minutes of the meeting of the Planning Committee held on Tuesday,    April 20th, 2004, be adopted as circulated.

Application by Les Cohen/Azim Bhimani for Rezoning at 4006 Tyson Place from Single-Family Housing District, Subdivision Area E (R1/E) to Single‑Family Housing District, Subdivision Area B (R1/B)

In response to a query from Committee Mr. Raul Allueva, Director of Development, advised that the corner lot abutting this property, and other properties in its immediate vicinity did not have the potential for redevelopment because of the lack of length and width.

 

 

It was moved and seconded

 

 

That Bylaw No. 7708, for the rezoning of 4006 Tyson Place from Single-Family Housing District, Subdivision Area E (R1/E) to Single-Family Housing District, Subdivision Area B (R1/B), be introduced and given first reading.

Application by Jeff Doubleday and Azim Bhimani for Rezoning at 8631 Heather Street from Single-Family Housing District, Subdivision Area B (R1/B) to Single-Family Housing District, Subdivision Area A (R1/A)

Councillor Barnes advised that she was pleased to support this Coach House design which made particularly good use of space.

That Bylaw No. 7709, for the rezoning of 8631 Heather Street from Single-Family Housing District, Subdivision Area B (R1/B) to Single-Family Housing District, Subdivision Area A (R1/A), be introduced and given first reading.

APPLICATION BY ROCKY SETHI FOR REZONING AT 6291 NO. 4 ROAD FROM SINGLE‑FAMILY HOUSING DISTRICT, SUBDIVISION AREA F (R1/F) TO COACH HOUSE DISTRICT (R9)

That Bylaw No. 7710, for the rezoning of 6291 No. 4 Road from Single-Family Housing District, Subdivision Area F (R1/F) to Coach House District (R9), be introduced and given first reading.

6.

MANAGERS REPORT

 

 

Mr. Terry Crowe, Manager, Policy Planning, gave a brief update on Proposed Bill 27 and the lack of requirements for First Nations to consult with municipalities when requesting ALR exclusions.  A brief discussion ensued on this matter and how it would impact the City.

 

 

It was moved and seconded

 

 

That  letters be sent to:

 

 

(a)

Richmond MLAs (Hon. Geoff Plant, Hon. Linda Reid, and  Hon. Greg Halsey-Brandt) requesting a meeting in connection with proposed Bill 27; and

 

 

(b)

the Premier, with copies to Minister George Abbott, UBCM, the GVRD, the GVRD Mayors, LMTAC and the Land Reserve Commission, advising that Council has serious concerns about proposed Bill 27, and in particular about the lack of requirements for First Nations to consult with municipalities when requesting ALR exclusions.

Mr. Joe Erceg, General Manager, Urban Development Division, advised Committee that staff had received for comment, an OCP amendment from the City of New Westminster with regard to a destination casino.  He expressed his concerns about the lack of information received.  He advised that a report will be brought to Council on this matter shortly.

 

 

Mr. Erceg then advised that he had met with representatives from the Vancouver Airport who have agreed to have meetings with staff to discuss residential land use in noise contour areas. 

 

 

Councillor Linda Barnes stated that an editorial in the April 10/11 Richmond Review gave kudos to the City for its beautification program. (A copy of this editorial is attached as schedule 1 and forms a part of these minutes).

 

 

Councillor Howard advised that he had been told about vagrants using City property for nefarious activities.  It was agreed that this issue would be referred to the Community Safety Committee for appropriate action.
