Call to Order:

The Chair called the meeting to order at 4:00 p.m., and advised that Item No. 5 on the Agenda had been withdrawn.

That the minutes of the meeting of the Planning Committee held on Tuesday, December 4th, 2001, be adopted as circulated.

RICHMOND SENIORS ADVISORY COUNCIL 2001 ANNUAL REPORT AND THE YEAR 2002 WORK PROGRAM

The Manager, Policy Planning, Terry Crowe, briefly reviewed the report with the Committee.

   

Ms. Aileen Cormack, Chair of the Richmond Seniors Advisory Council, provided information on past accomplishments, and she expressed the hope that the Councils participation in these projects had had a positive impact on the City's senior population. She also provided information on projects in which the Council would be taking part during 2002. Ms. Cormack also indicated that she would be stepping down as Chair of the Council.

   

In concluding her presentation, Ms. Cormack asked that City Council and staff continue to make more referrals to the Seniors Advisory Council when issues which concerned seniors, arose. She also thanked City staff for their valued assistance, and stated that the Council had had a successful year and hoped to continue to play a major role in advocating seniors concerns.

   

Discussion took place among Committee members and the delegation, during which, in response to questions, Ms. Cormack advised that the Health Sub-Committee included a fitness component, and that with the assistance of a grant from the City, a wellness co-ordinator had been hired on a part-time basis, who worked out of the Steveston Community Centre, to encourage seniors to become more active. She further advised that approximately 25% of the City's population was comprised of senior citizens. Ms. Cormack also provided information on the status of issues being pursued by the Council with the Federal Government, during which she advised that the Seniors Advisory Council had recently received the "Volunteer" award from the Federal Government.

   

Also discussed briefly was the "Slips, Trips, and Falls" project which dealt with pedestrian safety, and Ms. Cormack provided information on the process undertaken by the Council to report hazardous walking conditions to the City.

   

In concluding the discussion, the Chair, on behalf of the Committee, congratulated the Richmond Seniors Advisory Council on receiving the "Volunteer" award from the Federal Government. He also thanked Ms. Cormack for her time and effort, and the Committees efforts, in working so diligently on behalf of the City's senior citizens.

the Richmond Seniors Advisory Council 2001 Annual Report (Attachment 1 to the report dated Dec. 5, 2001 from the Manager, Policy Planning), be received for information;

   

(2)

the Richmond Seniors Advisory Council 2002 Work Program, (as outlined in the 2001 Annual Report), be endorsed;

   

(3)

the Richmond Seniors Advisory Council 2002 Operating Budget of $1000 be approved (Attachment 2 to the report dated Dec. 5, 2001 from the Manager, Policy Planning);

That Bylaw 7316, which amends Schedule A of Business Regulation Bylaw 7148 to include Unit 101 4411 No 3 Road among the geographic areas in which a video arcade may operate, be introduced and given first, second and third readings.

The Manager, Development Applications, Joe Erceg, briefly reviewed the report with the Committee.

   

Reference was made to the OCP existing designation Low-Density Residential, and to the fact that staff had indicated that there would be no change to the density, even though the subject properties were being rezoned to Subdivision Area K. A brief discussion ensued on this issue, as a result of which staff were requested to provide information to the Committee on the various residential definitions contained in the Official Community Plan.

   

Questions were raised about whether staff had calculated the additional population resulting from the subdivision of larger properties into smaller parcels, into the figures given for future growth projections. Information was provided on the GIS system which staff used to maintain an inventory of all subdivisions which occurred in the City. As a result of the discussion, it was agreed that a demonstration of the GIS system would take place at the January 22nd, 2002 meeting of the Planning Committee.

That the following bylaws each be introduced and given first reading:

Bylaw No. 7313, for the rezoning of 10571 Williams Road from "Single-Family Housing District, Subdivision Area E (R1/E)" to "Single-Family Housing District, Subdivision Area K (R1/K)";

   

(2)

Bylaw No. 7314, for the rezoning of 11171 and 11191 Williams Road from "Single-Family Housing District, Subdivision Area E (R1/E)" to "Single-Family Housing District, Subdivision Area K (R1/K)";

   

(3)

Bylaw No. 7317, for the rezoning of 11231 Williams Road from "Single-Family Housing District, Subdivision Area E (R1/E)" to "Single-Family Housing District, Subdivision Area K (R1/K)"; and

   

(4)

Bylaw No. 7318, for the rezoning of 11671 Williams Road from "Single-Family Housing District, Subdivision Area E (R1/E)" to "Single-Family Housing District, Subdivision Area K (R1/K)".
