To increase the Low End Market Rental (LEMR) construction contribution rate from 10% to 15% for projects with more than 60 dwelling units within the City Centre Area Plan and to update the LEMR cash-in-lieu rates for projects with 60 dwelling units or less City-wide to reflect current construction costs and sale prices in Richmond.
