To rezone the subject property from “Single Detached (RS1/F)” to “Residential/Limited Commercial and Artist Residential Tenancy Studio Units (ZMU25) - Capstan Village (City Centre)" and "School & Institutional Use (SI)", to permit development of a four-phase, 126,575 m2 (1.36 million ft2), high-rise, mixed use development and City park in the City Centre’s Capstan Village comprised of:

§  Approximately 1,128 dwellings (i.e. +/-1,048 market units, +/-63 affordable housing units, and 17 affordable dwelling units for professional artists);
