Purpose of Zoning Amendments:

Bylaw 8839 (Capstan Station): To amend the Richmond Zoning Bylaw and create the “Residential/Limited Commercial (RCL4 & RCL5)” zone to facilitate the implementation of the proposed City Centre Area Plan density bonus policy for developer funding of the future construction of the Capstan Canada Line station; and

 

 

 

(b)

Bylaw 8840: To create a new site-specific zone, “High Rise Apartment and Artist Residential Tenancy Studio Units (ZHR10) – Capstan Village (City Centre)”, and rezone the subject site from “Single Detached (RS1/F)” to “High Rise Apartment and Artist Residential Tenancy Studio Units (ZHR10) – Capstan Village (City Centre)”, to permit development of 11,336 m2 (2.8 acre) of park and 97,704 m2 (1,051,712 ft2) of high-rise, high-density residential uses containing approximately 1,245 dwellings, of which approximately 61 are affordable (low-end market rental) housing units and an additional 20 are arts-related affordable (low-end market rental) housing units.
