Call to Order: Mayor Brodie opened the proceedings at 7:00 p.m.

That the Proposed Single-Family Lot Size Policy (Section 12-4-7) and Zoning Amendment Bylaw 7309 (RZ 01-185672) (Items 5A and 5B of the agenda) be withdrawn and referred to the next regular Council Meeting for the holding of Public Hearings at 7:00 p.m., on February 18th, 2002, in the Council Chambers, Richmond City Hall.

(7060, 7140, 7180, 7220, and 7240 Garden City Road and 7055, 7071, 7091, and 7111 Heather Street; Applicant: Polygon Leighton Court Ltd.)
    Applicants Comments:
   

Mr. Chris Barbati, Vice President Development, Polygon Leighton Court Ltd., provided information on the proposed development, such as (i) adjacent developments and businesses; (ii) the benefits offered by the project to the surrounding community, including the establishment of a pedestrian greenway and pedestrian paths to adjacent streets as part of the proposed ring road; and (iii) the form and character of the development.

    Applicants Comments:
   

Mr. Tomizo Yamamoto, representing the applicant, indicated that he was present to respond to any questions which Council might have.

Mr. Man Yiu and Helena Leung, 7751 Heather Street (Schedule 2), voiced strong opposition to the proposed project because of the financial hardships which the proposed project and adjacent future development (Palladium Development) would cause them.

   

Mr. Mark Kahn, owner of Capital West Holdings Ltd., spoke about the feasibility of integrating 7751 Heather Street as part of the project, which he indicated was not part of the land assembly for the current development, and the inclusion of 7731 Heather Street to provide a ring road.

   

Ms. Catherine Kales, of 7731 Heather Street, spoke about the creation of the ring road.

    That Zoning Amendment Bylaw 7306 be given second and third readings.
   

Prior to the question on Resolution No. PH02/1-4 being called, staff were directed to ensure that the representatives of Palladium Development met with the owners of 7751 Heather Street on the integration of that property into the Palladium Development proposal.

   

The question on Resolution No. PH02/1-4 was then called, and it was CARRIED.

    Applicants Comments:
   

Mr. Darshan Rangi, applicant, introduced Mr. Fred Von Drathen, architect, who provided information on the proposed project.

    Submissions from the floor:
   

Mr. Kwan Wong, of 9211 Blundell Road, accompanied by Simon who spoke on Mr. Wongs behalf. Simon advised that Mr. Wong objected to the proposed townhouse development because of (i) the impact which the development would have on the value of his property; and (ii) the number of dwelling units to be constructed.
