Motion to adopt the minutes of the meeting of the General Purposes Committee held on December 16, 2019.

BIKE LANE INFRASTRUCTURE

Whereas the City of Richmond has declared a Climate Emergency, and;

 

 

Whereas active modes of transportation must have higher adoption rates to meet carbon emission reduction target, and;

 

 

Whereas women have different risk perception and are less likely to engage in activities that are perceived to be riskier, either as individuals or as parent and child(ren), and;

 

 

Whereas protected bike lanes have shown to increase participation by women and children when compared to painted bike lanes;

 

 

Therefore be it resolved that all new bike lane infrastructure is protected and that when bike infrastructure is renewed, lane protection is included, and;

 

 

Therefore be it resolved that alternative lane configurations, including Dutch intersections, bike lane pairing, and Vision Zero principles be considered.

Whereas the No. 5 Road backlands plan has led to the nationally recognized “Highway to Heaven”, and;

 

 

Whereas school development is highly land intensive due to auxiliary needs such as gymnasium and sports fields, and;

 

 

Whereas the highest and best use of farmland is for farming, and;

 

 

Whereas the Richmond School District must compete for school land purchases on the open market, rather than lower value farmland;

 

 

Therefore be it resolved that the City of Richmond remove school use as a permitted use in the No. 5 Road backlands plan.

STAFF RECOMMENDATION

 

 

That the Non-Farm Use Fill Application submitted by Inderjit Gosal for the property located at 21700 River Road proposing to deposit soil for the purpose of improving the land for crop production be endorsed and referred to the Agricultural Land Commission (ALC) for their review and approval.

STAFF RECOMMENDATION

 

 

That the comments regarding Metro Vancouver’s regulation to manage emissions from cannabis production and processing operations outlined in the report titled “Metro Vancouver’s Proposed Air Emission Regulation for Cannabis Production and Processing Operations”, dated November 26, 2019 from the Director, Sustainability and District Energy, be endorsed and forwarded to Metro Vancouver.
