Call to Order:

The Chair called the meeting to order at 6:33 p.m.

AGENDA ADDITIONS (AND DELETIONS) AND COMMUNITY CHARTER CLOSED MEETING COMPLIANCE FOR ADDITIONAL ITEMS

It was moved and seconded

That the Update on Cowichan Tribes et al v. the Attorney General of Canada et al (Supreme Court Of British Columbia Action No. 14-1027, Victoria Registry), be added to the agenda as an additional item and that this item be deemed in compliance with the following closed meeting criteria specified in Section 90 of the Community Charter:

90(1)(i) -    the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose.

CLOSURE OF THE COMMITTEE MEETING TO THE PUBLIC AND COMPLIANCE WITH THE COMMUNITY CHARTER CLOSED MEETING CRITERIA

Committee hereby declares that the meeting held on November 4, 2019, is to be closed to the public, and that the basis of this closure is that the following item on the agenda of this meeting comply with the following closed meeting criteria specified in Section 90 of the Community Charter:

90(1)(i) -    the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose;

Item 1

90(1)(j) -    information that is prohibited, or information that if it were presented in a document would be prohibited, from disclosure under section 21 of the Freedom of Information and Protection of Privacy Act;

Item 2

90(1)(g) -   litigation or potential litigation affecting the municipality; and

Item 3

90(1)(c) -    labour relations or other employee relations.

That the minutes of the closed meeting of the General Purposes Committee held on October 7, 2019 and the Special Closed General Purposes Committee held on October 15, 2019, be adopted as circulated.
