Call to Order:

The Chair called the meeting to order at 4:38 p.m.

 


 

 

 

1.

LIQUOR REGULATIONS
(Report:  Jan. 22/04, File No.:  8275-05) (REDMS No. 115921, 1114652)

 

 

The General Manager, Finance & Corporate Services, Jim Bruce, accompanied by the Manager, Customer Service, Anne Stevens, advised that staff had been advised by the Liquor Control & Licencing Branch (LCLB), that the City's requests for extensions to review the applications currently before the City, had all been granted.

 

 

Discussion then ensued among Committee members and staff on (a) the rationale for the difference in closing hours for certain liquor establishments; (b) the need to review the City's policy on allowing neighbourhood public houses into residential areas; (c) food primary and liquor primary liquor licences; (d) how the City could deal with problem pubs; (e) the input required from the City by the LCLB for each application; (f) whether the City could recover increased policing costs by increasing the cost of business licence fees; and (g) how the RCMP was intending to deal with the expanded hours of operation.

 

 

During the discussion, staff were requested to include in their next report, information on (i) the criteria for 2:00 and 4:00 a.m. closings; (ii) the closing hours for neighbourhood public houses which were located in, or abut, residential areas, as well as in shopping centres; and (iii) the feasibility of increasing business licence fees based on the number of complaints received by the City with respect to a particular pub. 

 

 

Reference was made to the proposed staff recommendation, and it was agreed that the suggested date for a report to Committee would be deleted.  As a result, the following amended motion was introduced:

That staff submit a comprehensive report to the General Purposes Committee as soon as possible, to address the concerns outlined in the conclusion of this report (dated January 22, 2004 from the Manager of Customer Service).
