The Chair called the meeting to order at 4:00 p.m.

 

    MINUTES

  1.

It was moved and seconded

 

That the minutes of the meeting of the General Purposes Committee held on Monday, July 16, 2001, be adopted as circulated.

     

CARRIED

   

It was moved and seconded

 

That the following items be added to the agenda:

   

(1)

new sources of revenue; and

   

(2)

a list of topics for the UBCM Convention.

  PARKS, RECREATION AND CULTURAL SERVICES DIVISION

  2.

STREET BANNER SPONSORSHIP PROPOSAL FROM TELOS TECHNOLOGIES - JACOMBS ROAD

(Report: August 12/01, File No.: 7200-20-SBAN1-113938) (REDMS No. 479512)

   

The Manager, Parks Administration and Operations, Mike Redpath, reviewed the report and introduced Yi Zhao and Kelli Ko of Telos Technologies. The two banners to be used were displayed, one of which was the 2000 Bridge to the Millennium banner with the "proud sponsor" tail flag attached. It was confirmed that the banners would be in place by September 17.

   

STAFF RECOMMENDATION

   

It was moved and seconded

    That the sponsorship of street banners by TELOS Technologies for a period of six months commencing September 14th, 2001 and not to exceed March 14, 2002, be approved.

    URBAN DEVELOPMENT DIVISION

  3.

DISABLED PERSONS' PARKING PERMITS

(Report: July 12/01, File No.: 3190-01) (REDMS No. 457221)

   

The Manager, Transportation, Gordon Chan, reviewed the report.

   

It was moved and seconded

   

That the Richmond Committee on Disability be designated as an issuing agency for Disabled Persons Parking Permits, subject to consistency with the standards established by the Social Planning and Research Council (SPARC).

   

Prior to the question being called a discussion took place on i) the methods of ensuring consistency; ii) whether private parking lots would be affected; and iii) whether specific criteria would be developed or whether Motor Vehicle Act Regulations would apply and further, whether the Richmond Committee on Disability would form a committee to undertake this project. The question was then called and it was CARRIED.

  4.

NEW SOURCES OF REVENUE

   

The General Manager, Finance and Corporate Services, Jim Bruce, spoke on opportunities for establishing an expanded City Gaming Policy.

   

The discussion that ensued included the following:

     

the importance of a public consultation process;

     

that interim updates from staff during the review process would occur;

     

that a meeting with the Lottery Corporation was to take place on August 21 in order to determine Councils options;

     

a request was made that clarification of who would maintain control of gambling in the City be provided;

     

whether any of the information gathered several years ago on this matter could be utilized;

     

the difference between a destination and community casino;

     

whether a limit existed for the number of slot machines located in the province;

     

that more information was required from those cities allowing expanded gambling; and,

     

a request for research on the sale of scratch and wins as opposed to casinos.

   

Mr. Bruce said that the City of New Westminster had provided a substantial amount of up-to-date research on this issue.

   

It was moved and seconded

   

That staff:

   

(1)

review Councils current position on gaming facilities, with a comparison of new and existing policies in other area municipalities, and

   

(2)

bring forward recommendations on the benefits and detriments of allowing expanded gaming within the City.

  5.

list of topics for the ubcm convention

   

The General Manager, Finance and Corporate Services, Jim Bruce, spoke about possible topics for the upcoming UBCM convention. The result of a brief discussion on the matter was a decision to monitor information that would be provided over the next few days with, based on such information, a report prepared for Monday, August 27.
