Motion to adopt the minutes of the meeting of the General Purposes Committee held on Monday, February 5^th, 2001.

STAFF RECOMMENDATION

That the City, through partnering, take a proactive role in planning and facilitating the development of the proposed trade and exhibition centre, together with the potential development of Federal lands in the vicinity.

That the concept of a trade and exhibition centre on the Federal lands bounded by Alderbridge Way, Garden City Road, Westminster Highway, and No. 4 Road, be endorsed.

That staff determine the development potential of the Federal lands, identify partnership opportunities with affected interests, and assist Tourism Richmond in its preparation of a comprehensive development proposal, and report to Council through Committee at the earliest opportunity.

That the City formally approach the Federal Government with a request that a portion of their lands be made available for the development of the trade and exhibition centre.

That the City act as an intermediary between Tourism Richmond and the Federal Government.

That the capital projects (identified in Appendix B to the report dated February 6^th, 2001, from the Director, Engineering), be submitted to the Canada/BC/Municipal Infrastructure Grant Program.

That staff proceed with Phase Two of the City Hall Programming Implementation Strategy on a Pilot Project basis, and report to the General Purposes Committee in six months.
