That the minutes of the meeting of the General Purposes Committee held on Monday, December 4, 2000, be adopted as circulated. |

TOURISM RICHMOND - UPDATE ON MARKETING PROGRAM AND TOURISM RICHMOND ACTIVITIES DELEGATION: Mr. Rob Tivy, Executive Director (File No.: 0060-20-TRIC1) |

Mr. Rob Tivey, Executive Director, Tourism Richmond, introduced Ms. Gloria Hatfield, Marketing Chair and Paolo Gallina, Marketing Coordinator to the Committee. A copy of the Tourism Richmond - Marketing Plan Summary - Key Points was then distributed to the Committee, a copy of which is on file in the Clerks department. The summary was then used to review the current status of the marketing plan. |

A discussion then ensued during which the following points were made:

TASK FORCE ON DRUGS AND CRIME - ONe YEAR WORK PLAN (Report: Dec. 8/00; File No.: 0100-20-DCRI1) (REDMS No. 247197) |

Mayor Halsey-Brandt provided a power point presentation for the Committee, after which a brief discussion ensued. | |||
A request was received for further information on the success of other areas in regard to needle exchanges and transition houses. | |||

The report (dated December 8th, 2000 from Mayor Halsey-Brandt), regarding the draft One Year Work Plan for the Task Force on Drugs and Crime, be received for information; and |

(2) |
Staff proceed to present the draft work plan (attached to the report dated December 8th, 2000 from Mayor Halsey-Brandt) to community stakeholder agencies as listed in the report, and report to Council through the General Purposes Committee by February 28, 2001 with a final recommendation for the one year work plan. |

RELOCATION OF SPAN ARTWORK - COST REFERRAL (Report: Dec. 6/00, File No.: 7000-09-20-001) (REDMS No. 244400) |

The General Manager, Public Works and Engineering, Chuck Gale, addressed his report, and commented that the degree of impingement the current location of the artwork has on the plaza had not been forseen. He also noted that the long term cost of leaving the artwork in its current location had not been quantified. |

Councillor McNulty arrived (5:13 pm). |
It was moved and seconded |

That the Span artwork be relocated to the West Berm. |
||
As a result of the discussion the question on the motion was not called, as the following amendment was introduced: |

That the following words be added to the motion; "and that the fibre optic component not be included, and also that Council see a mock up of the artwork at the proposed new site". |

The question on the main motion as amended was then called and it was CARRIED with Councillor Barnes, Councillor Dang, Councillor Johnston and Councillor McNulty OPPOSED. |
