Mayor Brodie called the meeting to order at 4:00 p.m.

Mayor Brodie recessed the meeting at 4:01 p.m. for the General Purposes Committee meetings.

The meeting reconvened at 5:16 p.m. with all members of Council present.

CLOSURE OF THE COUNCIL MEETING TO THE PUBLIC AND COMPLIANCE WITH THE COMMUNITY CHARTER CLOSED MEETING CRITERIA

It was moved and seconded

Council hereby declares that the meeting held at 4:00 p.m. on October 15, 2019, is to be closed to the public and that the basis of this closure is that the following items on the agenda of this meeting comply with the following closed meeting criteria specified in Section 90 of the Community Charter:

Items 1 & 3

90(1)(g) -   litigation or potential litigation affecting the municipality;

Items 1 to 3

90(1)(i) -    the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose;

Item 2

90(1)(j) -    information that is prohibited, or information that if it were presented in a document would be prohibited, from disclosure under section 21 of the Freedom of Information and Protection of Privacy Act; and

Item 4

90(1)(c) -    labour relations or other employee relations.

That:

the minutes of the Regular (closed) Council meeting held on September 23, 2019; and

(2)

the minutes of the Special (closed) Council meetings held on
September 27, 2019 and October 7, 2019;

be adopted as circulated.
