Mayor Brodie called the meeting to order at 4:00 p.m.

CALL TO ORDER IN OPEN SESSION

The meeting was recessed at 4:01 p.m.

The meeting reconvened at 5:42 p.m. following Closed General Purposes Committee meeting with all members of Council present except Councillor Day.

CLOSURE OF THE COUNCIL MEETING TO THE PUBLIC AND COMPLIANCE WITH THE COMMUNITY CHARTER CLOSED MEETING CRITERIA

It was moved and seconded

Council hereby declares that the meeting held on October 3, 2016, is to be closed to the public and that the basis of this closure is that the following items on the agenda of this meeting comply with the following closed meeting criteria specified in Section 90 of the Community Charter:
