That a letter be sent to the Federal Minister of Immigration, Refugees and Citizenship in support of increased and ongoing funding for the Settlement Workers in Schools (SWIS) Program, as described in the attached materials provided through the Council School Board Liaison Committee.

GENERAL PURPOSES COMMITTEE RECOMMENDATION

That the Community Celebration Grant Program and the criteria, as outlined in the staff report titled “Canada 150 Community Celebration Grant Program” dated March 31, 2016 from the Director, Arts, Culture and Heritage Services be approved; and

(2)

That $150,000 from the Council Community Initiatives Fund be allocated to fund this program.

That Schedules “A” to “E” and Schedule “H” be removed from Richmond Official Community Plan Bylaw No. 7100 and Richmond Official Community Plan Bylaw No. 9000, Amendment Bylaw No. 9489;

(2)

That Richmond Official Community Plan Bylaw No. 7100 and Richmond Official Community Plan Bylaw No. 9000, Amendment Bylaw No. 9489, as amended by Committee, be introduced and given first reading;

(3)

That Richmond Official Community Plan Bylaw No. 7100 and Richmond Official Community Plan Bylaw No. 9000, Amendment Bylaw No. 9489, having been considered in conjunction with:

(a)

The City’s Financial Plan and Capital Program; and

(b)

The Greater Vancouver Regional District Solid Waste and Liquid Waste Management Plans;

is hereby be found to be consistent with said program and plans, in accordance with Section 882(3)(a) of the Local Government Act;

(4)

That Richmond Official Community Plan Bylaw No. 7100 and Richmond Official Community Plan Bylaw No. 9000, Amendment Bylaw No. 9489, having been considered in conjunction with Section 882(3)(c) of the Local Government Act, be referred to the Agricultural Land Commission for comment;

That a proposed program to install memorial street name signs, as described in Option 2 in the staff report titled “Memorial Street Name Signs in Richmond” dated March 24, 2016 from the Director, Transportation, be implemented immediately with funding from the 2016 Council Contingency Fund; and

(2)

That staff, with assistance from the Friends of the Richmond Archives, compile a list of all the names of the streets in Richmond that were named after pioneers and then find a way to honor these individuals.

(I-Fortune) to construct a sanitary sewer and temporary sanitary pump station within Anderson Road, based on the material terms and conditions set out in the staff report titled “Proposed Servicing Agreement with I-Fortune” dated April 4, 2016 from the Director, Engineering.
