That the Metro Vancouver ‘Board in Brief’ dated Friday, April 27, 2012, be received for information.

PRESENTATION

 

 

Mark Gosse, Chair, and Teresa Vozza, past Chair, Richmond Family and Youth Court Committee (RFYCC), presented the Committee’s 2011 Annual Report (on file City Clerk’s Office), and provided the following highlights:

 

 

 

·      

the RFYCC is pleased to have a compliment of 15 members;

 

 

 

·      

the RFYCC is currently updating the administrative documents on the Committee’s roles and responsibilities;

 

 

 

·      

the RFYCC is waiting for a reply from the Attorney General in response to a request to be designated as the Youth Justice Committee under the Youth Criminal Justice Act;

 

 

 

·      

the 2011 Annual Report for the first time, includes the accounting related to the expenditures of the annual budget provided by the City;

 

 

 

·      

the RFYCC has developed a business plan for 2012, which provides clear terms of how the Committee’s activities relate to the legislative mandate; and

 

 

 

·      

in 2010 the City granted RFYCC $10,000 to facilitate a conference, subsequently, the Committee did not end up needing the funds due to other sponsorship funds being secured, and returned the funds to the City in 2011.

 

 

 

Ms. Vozza noted that the Richmond Provincial Court has the lowest number of full-time judges assigned to Family Court in the lower mainland, with only two.  She continued by speaking about the concerns related to the shortage of judges, including delays in hearings; people having been sent away from the Court House; and challenges related to people’s abilities in maintaining lawyers for long periods of times, as well as showing up unrepresented, which further adds to the existing delays. 

 

 

 

 

Ms. Vozza also noted that the Court House is not user-friendly and has poor signage.  She noted that people do not know where to go once at the Court House, and stated that the RFYCC has approached court staff about better signage and other ways to assist in directing people. 

 

 

A brief discussion ensued about the feasibility of City staff working with the RFYCC and the Provincial Court to investigate the issues related to signage. 

 

 

In conclusion, Mr. Gosse thanked the City of Richmond for its financial and in-kind support and thanked various City staff as well as Councillor Evelina Halsey-Brandt, Council Liaison to the Committee, for their support.
