PRESENTATION

 

 

 

Kim Somerville, Manager, Arts Services, accompanied by Jane Fernyhough, Director, Arts, Culture & Heritage, noted that 2011 was a remarkable year for the arts in Richmond, and then provided the following highlights:

 

 

·         

local artists enjoyed opportunities to raise their profiles at events such as the 8th Annual Maritime Festival, the Resident Art Group Showcase, and Culture Days;

 

 

·         

Britannia Heritage Shipyard and Minoru Chapel were key arts venues for the Salmon Row performances and the Opera series;

 

 

·         

the additions of the Rooftop Garden and the Media Lab have resulted in new arts venues at the Richmond Library/Cultural Centre;

 

 

·         

the Art Gallery exhibitions included the work of regional, national and international artists;

 

 

·         

the Art Centre launched innovative programs such as the Richmond Youth Dance Company and the Arts Truck;

 

 

·         

the Public Art Program unveiled several artworks, and Water No. 10, which was part of the Biennale collection, was purchased by a developer; and

 

 

·         

Gateway Theatre continued to provide professional theatre experiences to Richmond residents and training opportunities to aspiring performers.

 

 

Upon conclusion, Ms. Somerville played a 2011 Arts Update video which had been created at the Richmond Media Lab.

Item No. 15 – Telecommunication Antenna Consultation and Siting Protocol

 

 

Michelle Khong, Richmond resident, spoke in opposition to the Telecommunication Antenna Consultation and Siting Protocol, and provided information about scientific studies conducted around the world on the adverse health effects linked to cell phone towers and radio towers such as cancer, irreversible infertility, insomnia, headaches, difficulty concentrating and depression. 

 

 

Ms. Khong further stated that seeking consultation from the Health Department on the matter would pose a conflict of interest as Vancouver Coastal Health has leased the rooftops of many of its properties for telecommunication towers. 

 

 

In conclusion, Ms. Khong requested City Council to incorporate a distance of 1000 feet between residential areas, including schools and future telecommunications towers.  A copy of Ms. Khong’s submission is attached and forms part of these minutes as Schedule 1. 

 

 

 

Item No. 7 – 2012 Capital Budget

 

 

Roland Hoegler, 6560 No. 4 Road, expressed concerns related to the future of the Minoru Precinct, in particular about the demolition of the Public Safety Building (former RCMP building).  Mr. Hoegler expressed his interest in viewing the engineering documents related to the future plans for the Public Safety Building, and stated that the City needs to cut back on its spending and show more transparency. 

 

 

Mayor Brodie clarified that there was an ongoing study in relation to several properties in the Minoru Precinct, including the Public Safety Building, and that once a proposal comes forward for Council consideration, it will also be available to members of the public.  Mayor Brodie further noted that the former RCMP building was a part of a cascading plan to consolidate city departments within the City Hall Precinct, and had been approved by Council in 2011, however, subsequently this building was included in the Minoru Precinct Plan, and therefore any funding from this project would not be spent until Council makes a final decision on the overall plan for the area.

 

 

 

Item No. 16 – Noise and Sound Regulation and Item No. 15 - Telecommunication Antenna Consultation and Siting Protocol

 

 

Michael Wolfe, 9731 Odlin Road, spoke in opposition to first, second, and third reading of the proposed Public Health Protection Bylaw No. 6989, Amendment Bylaw No. 8855, as Bylaw No. 8855 would result in the removal of noise regulation from the current Public Health Protection Bylaw.  Mr. Wolfe expressed his views that (i) noise regulation was a critical component of Public Health Protection Bylaw No. 6989; (ii) City Council should further support the health of Richmond residents and the environment; and (iii) the Open Skies Policy and expansion of cargo and shipping has contributed to the increase in air traffic noise.  

 

 

In speaking to Item No. 15, Mr. Wolfe stated that he was strongly opposed to telecommunication towers, as he believed that a precautionary principal had not been set, and suggested that Public Health Protection Bylaw No. 6989 include a section related to Telecommunication Towers. 

 

 

Prior to conclusion, Mr. Wolfe also suggested that the City use empty commercial space, as well as space at the Richmond Olympic Oval to set up free walk-in clinics for Richmond residents.

Incubator Farming

the license of approximately 4.5 acres of land at 13871 No. 3 Road and 13891 No. 3 Road to the Richmond Food Security Society for the purposes of incubator farming at a rental rate of $250 per acre per year for a three-year term be approved as identified in the attached report, Incubator Farming, from the Senior Manager, Parks;

 

 

(2)

staff be authorized to take all necessary steps to complete all matters detailed herein including authorizing the Chief Administrative Officer and the General Manager, Parks and Recreation to negotiate and execute all documentation required to effect the transaction;

 

 

(3)

staff continue to work with Kwantlen Polytechnic University to identify and secure the use of both public and private lands for the purposes of Incubator Farming in relation to its Farm School program;

 

 

(4)

$12,000 be allocated from the Council Contingency Fund to the Richmond Food Security Society (RFSS) should its application to the Real Estate Foundation of BC for a grant of $35,000 to support the RFSS’s Richmond Foodlands Strategic Plan be successful; and

 

 

(5)

staff and the Richmond Food Security Society report back to Council in January 2013, to provide an update on the incubator farming project activities and finances.

The proposed Telecommunication Antenna Consultation and Siting Protocol be adopted as a Council Policy to guide the City’s review of telecommunication antenna proposals and to facilitate commenting to telecommunication antenna proponents and Industry Canada under the Federal Radiocommunication Act as set out in the staff report entitled “Telecommunication Antenna Consultation and Siting Protocol” dated January 18, 2012;

 

 

(2)

Staff be directed to prepare the proposed amendments to Zoning Bylaw 8500 as set out in the above staff report for future consideration by Council; and

 

 

(3)

Staff be directed to prepare an amendment to Development Application Fee Bylaw 7984 to include an application fee to cover the cost of processing applications under the proposed Telecommunication Antenna Consultation and Siting Protocol as set out in the above staff report for future consideration by Council.
