Mayor Brodie called the meeting to order in open session at 4:03 p.m.

The meeting was recessed at 4:04 p.m.

The meeting reconvened at 5:40 p.m., following the Open and Closed General Purposes Committee meetings with all members of Council present.

Council hereby declares that the meeting held at 4:00 p.m. on Monday, May 16, 2011 is to be closed to the public and that the basis of this closure is that the following items on the agenda of this meeting comply with the following closed meeting criteria specified in Section 90 of the Community Charter:
