The Chief Licence Inspector and Risk Manager, Glenn McLaughlin reminded Council of his memorandum dated February 8, 2011 that provided rationale for the staff recommendation as well as a copy of the correspondence sent to the licensee. |

Manny Sandhar, representing Julia Alexandrov, Principal, advised that Sun and Body Glo Services Inc. had taken measures to ensure that all staff were familiar with and adhered to the City’s bylaw regulations. He noted that every employee was required to sign a contract, and that guidelines regarding acceptable conduct are posted throughout the establishment. |

Discussion ensued regarding the latest incident that resulted in the staff recommendation to suspend the business licence of Sun and Body Glo Services Inc. for a period of 30 consecutive days. Ms. Alexandrov stated that the masseuse that had been involved in the incident was not a regular staff member, but a contract employee who had worked at Sun and Body Glo Services Inc. three times for clients who had requested to see her as they spoke the same language. |

Questions were raised by Council members about why this masseuse was permitted to work at Sun and Body Glo Services Inc. again since this masseuse had been suspended previously when the establishment was under different management. Ms. Alexandrov stated that it was difficult for her to fire employees, as she is usually inclined to give them another chance. |

Mr. Sandhar stated that the establishment had RCMP members sign in a log upon conducting routine inspections, and that this was the first incident in approximately 100 routine inspections. He noted that this incident would financially set the establishment back and requested Council to reconsider the 30 day suspension of the business licence. |

Ms. Alexandrov stated that the business licence suspension would result in a loss of customers and damage to her business. She stated that she does not condone any sexual activity at her establishment, and that the masseuse involved in the latest incident worked at another establishment in Vancouver, which included topless massages, and that the masseuse had believed that the activities permissible at the Vancouver establishment were also permissible at Sun and Body Glo Services Inc. |

Ms. Alexandrov further stated that she monitored the activities of her employees by checking the rooms, and that there was no smoking, alcohol or drugs permitted at the establishment. |

That the Business Licence of Sun and Body Glo Services Inc. doing business as Temptations Studio, operating from premises located at #201 – 3871 No. 3 Road, Richmond BC be suspended for a period of 30 consecutive days from February 18, 2011 to March 20, 2011 inclusive. |
