Wayne G. Mercer, Manager, Community Bylaws and Magda Laljee, Supervisor, Community Bylaws provided the most recent set of pictures, taken at approximately 10:00 a.m., Monday, October 25, 2010, of the property 13371 Blundell Road (on file City Clerks Office). | |

Mr. Mercer indicated that although the property owner had made some progress in cleaning the property, it had not been done to the scope and speed that would be required to satisfy the Order to Comply, therefore staff still supported the recommendation to hire a contractor to remove and dispose of the debris at 13371 Blundell Road. | |

In answer to queries, Mr. Mercer provided the following information: (i) some of the materials had been moved around and stored elsewhere on the property; (ii) there was a lot of debris hidden within the green space located toward the front of the property; (iii) it was unknown at this time if the quote from the contractor would change as a result of the clean up progress made by the property owner, as the City had only learned of the property owner’s progress earlier the same day. | |

John Varga, property owner, 13371 Blundell Road, advised Council that in his effort to clean up the property, he had paid $250 to have some of the vehicles towed off of his property. He mentioned that he did not have enough money to pay for a clean up of his property, and that he had back problems and could not move the materials himself. Mr. Varga further advised that one of his neighbours was doing renovations on his home and was expecting to obtain access to a refuse bin that he had offered to Mr. Varga to use to dispose of the materials on his property. | |

In conclusion, Mr. Varga asked Council to grant him an extension of a couple more days to clean his property on his own. | |

On or after November 1, 2010, Walden Disposal Services, as contractor for the City, be authorized to remove and dispose of all discarded materials at 13371 Blundell Road, Richmond, in accordance with the “Order to Comply” dated June 25, 2010 issued under the Unsightly Premises Bylaw No. 7162 and section 17(1) of the Community Charter; and |

(2) |
the final cost of this removal and disposal, estimated at $4939.20 (including fees and taxes), be invoiced to the registered owners of the property located at 13371 Blundell Road. |

The question on Resolution No. SP10/13-1 was not called, as a discussion took place regarding some of the materials on Mr. Varga’s property such as tubs, hot water tanks, steel barrels, and other materials that are recyclable, and should be disposed of accordingly. | |

The question on Resolution No. SP10/13-1 was then called, and it was CARRIED. | |
|
|
Mr. Varga was advised that he had until November 1, 2010 to complete the clean-up of the property at 13371 Blundell Road, Richmond, otherwise the City would have no choice but to take further action by hiring a contractor to remove and dispose of the materials on the property. |
