Mayor Brodie called the meeting to order at 4:00 p.m.

The Special Council Meeting recessed at 4:01 p.m.

The Special Council Meeting reconvened at 5:55 p.m. following the General Purposes and Finance Committees meetings with all members of Council present.

Application by Lions Communications Incorporated for a Temporary Commercial Use Permit Renewal at 12631 Vulcan Way for 2010 and 2011

In reply to a query from Committee, Brian J. Jackson, Director of Development, advised that the applicant has assured traffic control and janitorial services to address concerns from Eagle Ridge Enterprises Ltd.

It was moved and seconded

That the application of Lions Communications Incorporated for a Temporary Commercial Use Permit renewal for the property at 12631 Vulcan Way be considered at the May 17, 2010 Public Hearing at 7:00 pm to be held in the Council Chambers of Richmond City Hall, and that the following recommendation be forwarded to that meeting for consideration:

“That a Temporary Commercial Use Permit renewal be issued to Lions Communications Incorporated for the property at 12631 Vulcan Way for the purposes of permitting an evening market event between May 21, 2010 to October 10, 2010 inclusive and May 13, 2011 to October 9, 2011 inclusive based on the conditions and requirements outlined in the Temporary Commercial Use Permit and attached Schedules.”

That the Public Hearing notification area be expanded to include all the properties within the area bounded by River Road to the north, No. 5 Road to the west, Bridgeport Road to the south and Knight Street to the east.

The question on Resolution SP10/6-1 was not called as discussion ensued regarding Eagle Ridge Enterprises Ltd.’s concerns and staff was directed to provide a memorandum to the May 17, 2010 Public Hearing, highlighting these concerns and the measures the applicant has committed to undertake in an effort to address them.

The question on Resolution SP10/6-1 was then called and it was CARRIED.
