Call to Order: |
Mayor Brodie called the meeting to order at 5:02 p.m., and announced that the Special Council meeting would be recessed until the conclusion of the General Purposes Committee meeting. |

(1) |
That the City of Richmond enter into the Government Partners Ticket Program, as outlined in the staff report dated March 11, 2009 from the Director, Legacy and Integration, entitled “Ticket Allocation for 2010 Games”; and |

|
(2) |
That the matter of the allocation of tickets and possible payment arrangements be referred back to staff for further analysis and discussion and a report back to Council. |

|
In accordance with the Section 100 of the Community Charter, Councillor Sue Halsey-Brandt declared herself to be in a potential conflict of interest, as her husband owns property near the site that is the subject of Item No. 2, and left the meeting (7:26 p.m.). |

In order to correct a housekeeping error in Zoning Amendment Bylaw No. 8472, staff recommend that: |

Bylaw No. 8472, to create “Comprehensive Development District (CD/202)” and for the rezoning of 8420 Westminster Hwy and 6140, 6160, 6180 Cooney Rd from “Townhouse & Apartment District (R3)” to “Comprehensive Development District (CD/202)”, be abandoned. |

Bylaw No. 8488, to create “Comprehensive Development District (CD/205)” and for the rezoning of 8420 Westminster Hwy and 6140, 6160, 6180 Cooney Rd from “Townhouse & Apartment District (R3)” to “Comprehensive Development District (CD/205)”, be introduced and given first reading. |
