Mayor Brodie called the meeting to order in open session at 4:04 p.m., and announced that the meeting would be recessed until the conclusion of the Closed General Purposes Committee meeting.

Committee hereby declares that the meeting held on Monday, February 18, 2008, is to be closed to the public, and that the basis of this closure is that the following items on the agenda of this meeting comply with the following closed meeting criteria specified in Section 90 of the Community Charter:
