Call to Order:

Mayor Brodie called the meeting to order in open session at 4:00 p.m., and immediately recessed the meeting until following the conclusion of the Finance Committee meeting.

The Special (closed) Council Meeting reconvened at 4:33 p.m., with Mayor Brodie, and Cllrs. Barnes, Chen, Dang, Howard and Steves present.

Council hereby declares that the meeting held at 4:00 p.m. on Thursday, March 15^th, 2007 is to be closed to the public and that the basis of this closure is that the following items on the agenda of this meeting comply with the following closed meeting criteria specified in Section 90 of the Community Charter:
