Call to Order:

Mayor Brodie called the closed meeting to order in open session at 4:00 p.m., and announced that the meeting would be recessed until the conclusion of the closed General Purposes Committee meeting.

The Special closed Council Meeting reconvened at 6:39 p.m., with Mayor Brodie and Cllrs. Barnes, Chen, Dang, Evelina Halsey-Brandt, Sue Halsey-Brandt, McNulty and Steves present.

CLOSURE OF THE COUNCIL MEETING TO THE PUBLIC AND COMPLIANCE WITH THE COMMUNITY CHARTER CLOSED MEETING CRITERIA

It was moved and seconded

Council hereby declares that the meeting held at 4:00 p.m. on Monday, October 16^th, 2006 is to be closed to the public and that the basis of this closure is that the following items on the agenda of this meeting comply with the following closed meeting criteria specified in Section 90 of the Community Charter:

Item 1

90(1)(k) - negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in view of the council, could reasonably be expected to harm the interests of the municipality if they were held in public; and

Item 2

90(1)(n) - the consideration of whether a council meeting should be closed under a provision of this subsection or subsection (2).
