Mayor Brodie called the meeting to order in open session at 5:19 p.m.

That the twenty-four hour notice required to call a Special Council Meeting be waived (as specified in Section 127(4) of the Community Charter).

Council hereby declares that the meeting held at 5:19 p.m. on Monday, April 26^th, 2004 is to be closed to the public and that the basis of this closure is that the following items on the agenda of this meeting comply with the following closed meeting criteria specified in Section 90 of the Community Charter:
