Call to Order:

Mayor Brodie called the meeting to order at 7:45 p.m.

The Mayor advised that the meeting would be recessed until the conclusion of the General Purposes Committee meeting (7:46 p.m.).

 

 

 

The Special Council Meeting reconvened at 9:57 p.m.

RAV PUBLIC CONSULTATION PROCESS

SP04/1-1

 

It was moved and seconded

 

 

That the public consultation results and a letter be sent to the RAVCO and TransLink Boards from the Mayor on behalf of Council that communicates the communitys strong support for the RAV line, and recommends:
 

 

 

(1)

That RAVCO and the TransLink Boards be advised that the preference of Richmond City Council is for an at-grade system in the No. 3 Road corridor.
 

 

 

(2)

That the comments received from the public contained in the report (attached to the report dated March 9th, 2004, from the Chief Administrative Officer), be incorporated into the draft design objectives provided to the two proponents during the BAFO stage in addition to the feedback received at the upcoming RAVCO open houses. 
 

 

 

The question on Resolution SP04/1-1 was not called, as the request was made that the recommendations be dealt with separately.

 

 

The question on the introductory portion of Resolution SP04/1-1 (ending with the words RAV line) was called, and it was CARRIED.

 

 

The question on Part (1) of Resolution SP04/1-1 was called, and it was CARRIED with Cllr. Howard opposed.

 

 

The question on Part (2) of Resolution SP04/1-1 was called, and it was CARRIED.

It was moved and seconded

 

 

That if the Best and Final Offer (BAFO) process involves only two elevated systems and significant cost reductions are required, that TransLink and RAVCO revisit an at-grade system in the No. 3 Road corridor.
